Hana Japan Restaurant Project <br />Initial Study/Mitigated Negative Declaration <br />6 <br />May 2025 <br />E. BACKGROUND AND INTRODUCTION <br />This IS/MND identifies and analyzes the potential environmental impacts of the proposed project. <br />The information and analysis presented in this document are organized in accordance with the <br />order of the California Environmental Quality Act (CEQA) checklist in Appendix G of the CEQA <br />Guidelines. Where the analysis provided in this document identifies potentially significant <br />environmental effects of the project, mitigation measures sufficient to reduce the impacts to less- <br />than-significant levels are prescribed. The mitigation measures prescribed for environmental <br />effects described in this IS/MND would be implemented in conjunction with the proposed project, <br />as required by CEQA. The mitigation measures would be incorporated into the proposed project <br />through project conditions of approval. The City would adopt findings and a Mitigation <br />Monitoring/Reporting Program (MMRP) for the proposed project in conjunction with project <br />approval. <br /> <br />On July 21, 2009, the City of Pleasanton adopted the City’s General Plan 1 and certified an <br />associated Environmental Impact Report (EIR).2 The General Plan EIR is a program EIR, <br />prepared pursuant to Section 15168 of the CEQA Guidelines (Title 14, California Code of <br />Regulations [CCR], Sections 15000 et seq.). The General Plan EIR analyzed full implementation <br />of the General Plan and identified measures to mitigate the significant adverse impacts associated <br />with the General Plan. Applicable portions of the General Plan and General Plan EIR are <br />incorporated by reference, as necessary, as part of this IS/MND. Project-specific technical reports <br />have been prepared for the proposed project and form the basis of several technical sections of <br />this IS/MND. All technical reports used in the preparation of this IS/MND are included as <br />appendices. <br /> <br />In addition, an Initial Study/Negative Declaration (IS/ND) was prepared for the PDR-804 Project <br />in 2008, which included development of a 6,080-sf, one-story restaurant with 50 parking spaces <br />on the project site. The IS/ND was adopted by the City of Pleasanton Planning Commission in <br />2009 and a Conditional Use Permit (CUP) was approved for the PDR-804 Project. However, <br />following approvals, the applicant did not proceed with the project and the entitlements expired. <br /> <br />F. PROJECT DESCRIPTION <br />The following provides a description of the project site’s current location and setting, as well as <br />the proposed project components and the discretionary actions required for the project. <br /> <br />Project Location and Setting <br />The project site consists of an 1.16-acre parcel (APN 941-1710-10-1) located at 11991 Dublin <br />Canyon Road, southwest of the intersection of Dublin Canyon Road and Foothill Road in the City <br />of Pleasanton, California (see Figure 1 and Figure 2). The project site is undeveloped, although <br />the site is also bisected by a concrete drainage ditch and includes a single tree on-site. A private <br />paved roadway is located along the western boundary of the project site that provides access to <br />the project site, as well as to the existing residence to the south.
