As provided by Ordinance No. 265, the City Administrator shall be responsible for all ~urchasing not herein served by the City Council. ~e shall have authority to: (a) Purchase or contract for supplies and equipsneat required by using agency in accordance with ]3urchasin~ procedures prescribed by tT:is ordinsnce and such administrative regulations as he may pre scribe. (b) Ne~:.?otiate and recontqend execution of contracts for the purchase of su~p].ies and eqaipn~ent~ (c) ~ct to procure for the City the needed quality in shlpplies and eq:,~ipment at ].east expense to the city. (e) i'repare and reco~:mnend to the City Ccuncil ~u::cndments to ordinances ~.;overnin~: the purchase of supplies and equipment for the City. (f) Keep jt~or~aed of current devslop~:~ent in the field of purchasing, i,rices, market conditions and nev; products.
