<br />Resolution No. PC-96-38 <br />Page 2 <br /> <br />The proposed therapeutic massage facilities would be contained <br />completely on-site. Sufficient parking and traffic capacity have been <br />provided. Professional massage facilities tend to be quiet and do not <br />subject surrounding uses to heavy truck traffic, hazardous odors, or other <br />objectionable influences. Additionally, massage practitioners must <br />register their business with the Pleasanton Police Department. This <br />additional review process helps to identify any potentially significant <br />issues related to the health, safety, or welfare of the general public. The <br />conditions of project approval will ensure that the establishment of this <br />business remain within the standards of all applicable City codes. <br /> <br />C. The proposed conditional use will comply with each ofthe applicable <br />provisions ofthis chapter. <br /> <br />The site's C-C zoning conditionally permits the establishment of massage <br />facilities. The proposed uses comply with all relevant sections of the <br />zoning ordinance. Granting a conditional use permit to Linda Conn and <br />Katherine Lake to operate individual therapeutic massage facilities is <br />consistent with the City's ability to regulate zoning as listed in Municipal <br />Code Section 18.124 "Conditional Uses." <br /> <br />WHEREAS, projects ofthis nature are categorically exempt from the requirements of the <br />California Environmental Quality Act (CEQA); and <br /> <br />WHEREAS, the Planning Commission determined that the proposed conditional use is <br />appropriate for the site. <br /> <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RESOLVES THE FOLLOWING: <br /> <br />Section 1. <br /> <br />Approves Case UP-96-26, the application of Linda Conn and Katherine Lake, for <br />a conditional use permit to operate two individual therapeutic massage facilities <br />under separate ownership from the same building located at 699 Peters Avenue, <br />Suite A, subject to the conditions shown in Exhibit "B," attached hereto and made <br />part ofthis case by reference. <br /> <br />Section 2 <br /> <br />This resolution shall become effective IS days after its passage and adoption <br />unless appealed prior to that time. <br />
