It is neither fair nor reasonable for Pleasanton to provide this parking. <br /> <br />FINDINGS REGARDING PROJECT ALTERNATIVES <br /> <br /> <br />A. No Proiect Alternative. <br /> <br /> <br />This alternative (identified as Option 4 on page 10 of the Draft EIR) would not <br /> <br /> <br />comprehensively revise the existing General Plan, essentially leaving the Plan as it exists today. <br /> <br /> <br />This alternative contemplates more development than either Option 2 or the Project. (The <br /> <br /> <br />Project may be thought of as a modified Option 2.) Because Option 4 does not include proposed <br /> <br /> <br />infrastructure improvements and planning measures that would tend to reduce or mitigate the <br /> <br /> <br />environmental effects caused by development under the General Plan, Option 4's environmental <br /> <br /> <br />impacts tend to be more numerous and severe than either Option 2 or the Project. <br /> <br /> <br />The City Council fmds that the No Project Alternative is less desirable than the Project <br /> <br /> <br />and rejects the No Project Alternative for the following reasons: <br /> <br /> <br />The No Project alternative contemplates 30,079 housing units at buiIdout, with a total <br /> <br /> <br />population of 77 ,300. The No Project alternative would result in 27.1 million square feet of <br /> <br /> <br />CIOII development. Other Options increase significantly the number of CIOII square feet. <br /> <br /> <br />Therefore, the No Project alternative reduces the potential to create more jobs. This Option <br /> <br /> <br />would also not include the Community Character, Economic and Fiscal, and Subregional <br /> <br /> <br />Planning Elements, all of which either mitigate environmental impacts or enhance the social and <br /> <br /> <br />cultural aspects of the community. <br /> <br />4 <br />
