<br />EXHmIT 4 <br />STATEMENT OF OVERRIDING CONSIDERATIONS <br /> <br />Pursuant to CEQA Guideline 15093, the City Council adopts and makes the following <br /> <br /> <br />Statement of Overriding Considerations regarding the unavoidable environmental impacts of the <br /> <br /> <br />Project and the anticipated economic, social, and other benefits of the Project: <br /> <br /> <br />The City Council finds that, to the extent that any significant environmental impacts <br /> <br /> <br />attributable to the Project remain unmitigated, such impacts are acceptable in light of the <br /> <br /> <br />overriding social, economic, and other considerations set forth herein. The City Council fmds <br /> <br /> <br />that the measures suggested by the Final EIR to reduce the impacts to less than significant are <br /> <br /> <br />unfeasible and undesirable with respect to the Project, cannot be implemented in the absence of <br /> <br /> <br />regional solutions, or are the responsibility of one or more other public entities. The City <br /> <br /> <br />Council also finds that the Project Options set forth in the DEIR and in the Final EIR are <br /> <br /> <br />unfeasible and less desirable than the Project itself. Such Options would impose limitations and <br /> <br /> <br />restrictions on the Project, which this City Council finds would prohibit obtaining the specific <br /> <br /> <br />social, economic, and other benefits of the Project. Specifically, the City Council fmds that the <br /> <br /> <br />following social, economic, and other considerations warrant approval of the Project, <br /> <br /> <br />notwithstanding any unavoidable or unmitigated impacts resulting from the Project: <br />A. Residential. Commercial and Office Needs <br /> <br /> <br />The City Council finds that the Project provides for well-planned residential, commercial, <br /> <br /> <br />and office growth meeting the needs of the City and region while maintaining environmental <br /> <br /> <br />quality and a sense of neighborhood and community. The Project provides economic, social, <br /> <br />and cultural benefits to those residing in Pleasanton and to those choosing to reside here in the <br /> <br />future. <br /> <br />1 <br />
