<br />BAAHA Scope of Services Contract Year 2025/26 | P a g e 1 <br />EXHIBIT A <br /> <br />BAY AREA AFFORDABLE HOMEOWNERSHIP ALLIANCE <br />(BAAHA) <br /> SCOPE OF SERVICES <br />2025/2026 <br /> <br />The Bay Area Affordable Homeownership Alliance (BAAHA) Scope of Services provides <br />details on general and specific service BAAHA will be providing to the City of Pleasanton <br />during its 2025 through 2026 contract year. The Scope also provides a synopsis of the projected <br />annual budget for delivery of the below represented services. <br /> <br />Adjustments to the Scope of Services may be made, if required, through mutual consent by the <br />City of Pleasanton and BAAHA. <br /> <br />SPECIFIC & GENERAL ADMINISTRATIVE SERVICES <br /> <br />BAAHA’s administrative functions would be consistent and tied to the objectives of the City’s <br />PHAP and PDALP Programs. Specific area of focus could include: <br /> <br /> City of Pleasanton Homebuyer Education and Counseling curriculum and outreach <br />campaign. PHAP/BMR and PDALP introductory workshop <br /> Program design development and advancement <br /> Resale administration for PHAP properties. <br /> Below Market Rate Homebuyer and Homeowner Program Manual and dedicated <br />webpage <br /> Down payment assistance program administration and monitoring. <br /> Refinance administration for PHAP/BMR and PDALP program properties. <br /> PHAP portfolio management and monitoring. <br /> General program operations and administration – inclusive of tracking and reporting functions. <br /> <br />Pleasanton Homebuyer Education and Counseling Curriculum <br /> <br />The objective of the Homebuyer Education and Program Outreach campaign is to cultivate a <br />pool (City database) of potentially qualified Program participants prior to placing upcoming <br />BMRs, derived from new developments, on the market. The Homebuyer Education and <br />Counseling and Program Curriculum with include the following components: <br /> Pleasanton homebuyer education and counseling and City Program outreach campaign <br /> Introductory City homebuyer assistance program resource workshop <br /> City sponsored HUD approved homebuyer education seminar <br /> Introductory PHAP/BMR and PDALP workshop.
