<br />Page 10 <br /> <br />Incorporation into project construction documents, including all grading, <br />utility, building, landscaping, and improvement plans; the City of <br />Pleasanton Building & Safety Inspection Division shall inspect the <br />worksite regularly to ensure the mitigation measures are implemented. <br />II. Outdoor Air Quality: Individual and common exterior open space, <br />including playgrounds, patios, and decks, shall either be shielded from <br />the source of air pollution by buildings or otherwise buffered to further <br />reduce air pollution for project occupants. <br /> <br />• MM BIO-1: Biological Resource Assessment <br />Prior to the approval of any site-specific entitlement, applicants or sponsors of <br />projects on sites where potential special-status species, migratory birds, or <br />nesting birds are determined to be present by a qualified Biologist, then the <br />applicants or sponsors of projects shall retain a qualified Biologist and/or Wetland <br />Regulatory Specialist to prepare a Biological Resource Assessment (BRA). <br /> <br />The BRA shall include a project-specific analysis of potential impacts on all <br />biological resources, including impacts on special-status species and their <br />habitat, migratory birds and other protected nesting birds, roosting bats, rare <br />plants, sensitive communities, protected waters and wetlands (analyze project- <br />specific compliance with Clean Water Act [CWA], Porter-Cologne Water Quality <br />Act, and Fish and Game Code, as applicable), wildlife corridors and nursery <br />sites. The BRA shall develop and define prescriptive and site-specific measures <br />reducing potential impacts to a less than significant level. These measures shall <br />be included as Conditions of Approval for the project and be incorporated into <br />building and grading permits issued for demolition and construction. If a water <br />feature is found to be jurisdictional or potentially jurisdictional, the applicant shall <br />comply with the appropriate permitting process with each agency claiming <br />jurisdiction prior to disturbance of the water feature. <br /> <br />The project applicant or sponsor shall ensure that, if development of habitat <br />occupied by special-status species, migratory or nesting birds must occur as <br />determined by a qualified Biologist and/or Wetland Regulatory Specialist, species <br />impacts shall be avoided or minimized, and, if required by a regulatory agency or <br />the CEQA process, loss of wildlife habitat or individual plants shall be fully <br />compensated on a site. If on-site mitigation is not feasible in the City’s or <br />regulatory agency’s discretion, it shall occur within the City of Pleasanton <br />Planning Area whenever possible, with a priority given to existing habitat <br />mitigation banks. Habitat mitigation shall be accompanied by a long-term <br />management plan and monitoring program prepared by a qualified Biol ogist and <br />include provisions for protection of mitigation lands in perpetuity through the <br />establishment of easements and adequate funding for maintenance and
