Assessments shall be assessed and collected at the time and in the <br /> manner and with the same penalties as is provided in the Pleasanton Municipal Code for <br /> the collection of business license taxes. The City's Finance Director is authorized to <br /> advance funds to the District in anticipation of expected revenues. <br /> SECTION 7. The City Council has found that the businesses and the property <br /> within the District shall be benefited by the improvements and activities funded by the <br /> assessment to be levied. <br /> SECTION 8. A summary of this ordinance shall by published once within (15) days <br /> after its adoption in "The Valley Times," a newspaper of general circulation published in <br /> the City of Pleasanton, and the complete ordinance shall be posted for fifteen (15) days in <br /> the City Clerk's office within fifteen (15) days after its adoption. <br /> SECTION 9.
