RESOLUTION NO. 23-1412 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br />ACCEPTING THE STATE OF CALIFORNIA, DEPARTMENT OF HOUSING AND <br />COMMUNITY DEVELOPMENT PERMANENT LOCAL HOUSING ALLOCATION <br />PROGRAM FUNDS IN THE AMOUNT OF $644,361 AND APPROVING <br />PROFESSIONAL SERVICES AGREEMENTS WITH CITYSERVE OF THE TRI-VALLEY <br />FOR HOMELESS SERVICES AND WITH TRI-VALLEY HAVEN FOR SHELTER <br />OPERATING COSTS <br />WHEREAS, the California Department of Housing and Community Development (the <br />Department") is authorized to provide up to $195 million under the SB 2 (2017) Permanent Local <br />Housing Allocation Program Formular Component from the Building Homes and Jobs Trust Fund <br />for assistance to Cities and Counties (as described in Cal. Health and Safety Code section 50470 <br />et seq.; and <br />WHEREAS, the Department issued a Notice of Funding Availability ("NOFA") dated <br />February 26, 2020, under the Permanent Local Housing Allocation ("PLHA") Program; and ' <br />WHEREAS, the City of Pleasanton, as an eligible Local government, applied for the <br />program funds on October 31, 2022, to administer one or more eligible activities; and <br />WHEREAS, the Department approved $644,361 in PLHA program funds to the City of <br />Pleasanton on May 3, 2023, for homeless-related programs and services. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br />RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS: <br />SECTION 1. Authorizes the City Manager to accept the State of California, Department <br />of Housing and Community Development Permanent Local Housing Allocation Program funds in <br />the amount of$644,361 and execute all necessary documents. <br />SECTION 2. The City of Pleasanton it represents and certifies that it will use all such <br />funds in a manner consistent and in compliance with all applicable state and federal statutes, <br />rules, regulations, and laws, including without limitation all rules and laws regarding the PLHA <br />Program, as well as any and all contracts the City of Pleasanton may have with the Department. <br />SECTION 3. Authorizes the City Manager to enter into Professional Services <br />Agreements with CityServe of the Tri-Valley for homeless services in the amount of$306,071 and <br />with Tri-Valley Haven for shelter operating costs in the amount of$306,071. <br />SECTION 4.
