The Pleasanton Downtown Association (PDA) is primarily funded by the Downtown <br />Pleasanton Business Improvement District (BID) which was formed in 1983, and <br />subsequently updated pursuant to the Parking and Business Improvement District Law of <br />1989, as set forth in the California Streets and Highways Code Section 36500 et seq. <br />2. As the nation’s leading expert in Business Improvement Districts, Civitas shall provide <br />consulting services to the City of Pleasanton (City) in matters related to the BID, <br />including but not limited to: <br />a. City compliance with the Parking and Business Improvement District Law of <br />1989, Streets and Highways Code Section 36500 et seq. organizational activities, <br />reporting, and program implementation. <br />b. BID renewal procedures, including but not limited to public noticing <br />requirements, preparation of resolutions, and drafting of ordinances related to the <br />BID renewal process. <br />c. Review BID renewal documents prepared by the City to ensure consistency with <br />Parking and Business Improvement District Law of 1989, Streets and Highways <br />Code Section 36500 et seq. and alignment with industry best practices. <br />3. Time is of the essence and Civitas shall respond to City inquiries in a timely manner, and <br />Civitas shall keep the City informed of progress as reasonably needed. <br /> <br />Compensation: <br />1. Monthly flat rate of $3,000 (+ 4% expenses) for a total of $3,120 per month. <br />2. If additional services are needed, services are available on an hourly rate.
