7 <br />THE CITY OF <br />r'" CITY COUNCIL AGENDA REPORT <br />PLEASANTON,, <br />August 15, 2023 <br />Community Development <br />TITLE: ADOPT A RESOLUTION ACCEPTING THE STATE OF CALIFORNIA, <br />DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT <br />PERMANENT LOCAL HOUSING ALLOCATION PROGRAM FUNDS IN THE <br />AMOUNT OF $644,361; APPROVE PROFESSIONAL SERVICES <br />AGREEMENTS WITH CITYSERVE OF THE TRI-VALLEY FOR HOMELESS <br />SERVICES AND WITH TRI-VALLEY HAVEN FOR SHELTER OPERATING <br />COSTS; AND APPROVE BUDGET AMENDMENTS IN THE <br />MISCELLANEOUS GRANT FUND <br />SUMMARY <br />In October 2022, the City submitted an application to the State of California, Department <br />of Housing and Community Development (HCD) for Permanent Local Housing <br />Allocation (PLHA) Program funds for the City's PLHA program allocations for 2019, <br />2020, and 2021 totaling $644,361. In May 2023, the City signed a Standard Agreement <br />with HCD for the PLHA funds. City staff is requesting City Council approval to accept <br />the PLHA funds and approval for the Professional Services Agreements with CityServe <br />of the Tri-Valley for homeless services and with Tri-Valley Haven for shelter operating <br />costs to be funded with the PLHA funds. <br />RECOMMENDATION <br />1 . Adopt a resolution to accept the State of California, Department of Housing and <br />Community Development Permanent Local Housing Allocation Program funds in <br />the amount of $644,361; <br />2. Authorize the City Manager to enter into Professional Services Agreements with <br />CityServe of the Tri-Valley for homeless services in the amount of$306,071 and <br />with Tri-Valley Haven for shelter operating costs in the amount of$306,071; and <br />3. Approve budget amendments in the Miscellaneous Grant Fund (Fund 116), <br />appropriating $644,361 to both state grant revenue and professional services <br />expenditure budget accounts. <br />FINANCIAL STATEMENT <br />644,361 has been awarded through the State of California, Department of Housing <br />and Community Development Department for Permanent Local Housing Allocation <br />Program for supporting homeless-related program and services. Funds will be budgeted <br />in the Miscellaneous Grant Fund (Fund 116) within the Housing Division to facilitate <br />tracking of budget and actual expenditures.
