Resolution No. PC-96-10
Page 4

F. Adequate public safety measures have been incorporated into the
design ofthe plan.

The public improvements associated with this project would be consistent
with City design standards. All on-site driveways meet City standards for
emergency vehicle access and turn-around. All parking areas meet City
standards and are adequate to handle anticipated traffic volumes.
Buildings are designed to meet the requirements of the Uniform Building
Code and other applicable City codes and all buildings would be equipped
with automatic fire suppression systems (sprinklers). Adequate access is
provided to all structures for police, fire, and other emergency vehicles.

G. The plan conforms to the purposes of the PUD District:

The proposed PUD rezoning and development plan conforms to the
purposes of the PUD district. One of these purposes is to insure that the
desires of the developer and the community are understood and approved
prior to commencement of construction. Another is to provide a
mechanism whereby the city can designate parcels and areas requiring
special consideration regarding the manner in which development occurs.
The proposed project implements the purposes of the PUD ordinance in
this case by providing a high density residential rental housing complex
that is well-designed and sited on the subject property, that fulfills the
desires of the applicant, and that meets the City's General plan goals and
policies.

WHEREAS, the Planning Commission finds that the proposed development plan is
consistent with the General Plan policies ofthe City of Pleasant on; and

WHEREAS, the Planning Commission determined that the site design is appropriate
and efficient for this type of development, and that the building's
architectural style, finish colors, and materials will complement the
surrounding projects and the Hacienda Business Park.

NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
PLEASANTON RESOLVES THE FOLLOWING:

Section 1

Recommends approval of Case PUD-8l-30-59D, the application of A.G.
Spanos Companies for development plan approval to construct a two- and
three-story, 462-unit apartment complex on an approximately 20 acre site
(a portion of Lot 60) located within the Hacienda Business Park, bordered
by Owens Drive on the north, Tassajara Creek on the east, and the
Alameda County Transit Corridor on the south, subject to the conditions
shown in Exhibit "B," attached hereto and made part of this case by
