Page 2 of 3 <br />More than half of the total not-to-exceed contract amount, or approximately $200,000 of the <br />total funds for this contract, is expected to come from the Water Enterprise, Sewer Enterprise, <br />and various Capital Improvement Program (CIP) and other enterprise funds.The remaining <br />funding for this agreement will be provided from the General Fund. Anticipated enterprise- <br />funded projects include water-related communications (CIP projects, new wells), sewer system <br />planning and rate discussion, West Las Positas reconstruction, Asset Management Plan <br />(partial), and garbage franchise/rates education. Anticipated General Fund-funded projects <br />include Community and Economic Development, stormwater system, budget and revenue <br />development, and other general topics as needed. <br /> <br />When a service is needed for a project, the firm will be requested to submit a detailed proposal <br />that defines the scope of work for the project and the fee required to complete the work. Staff <br />will negotiate the final scope of work and fee as projects arise, and an assignment will be <br />issued to the consultant, authorizing the work under the agreement terms. <br /> <br />A total of 12 firms responded to the RFP, six of which were general communications firms. Of <br />those, Rojas was selected based on their extensive experience, familiarity with Pleasanton, <br />and reasonable costs. The other responses were for specific services (i.e. photography only). <br />The City plans to enter into smaller contracts with several of these firms for specific project <br />needs. <br /> <br />Approval of this agreement authorizes staff to spend up to the total not to exceed amount of <br />$350,000 over a three-year period, which will likely consist of eight to ten separate project <br />authorizations over the term of the agreement. <br /> <br />EQUITY AND SUSTAINABILITY <br />Public engagement and communication enhance transparency and accountability, leading to <br />more informed and effective public policies that reflect the needs and interests of all <br />community members. <br /> <br />OUTREACH <br />No outreach was conducted, as this item is a routine matter of City business. <br /> <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this action advances the Citywide ONE Pleasanton strategic plan goal of Building <br />a Community Where Everyone Belongs, Strategy 2 – Develop a plan for strategic external <br />communications to the community that focuses on priorities and integrates equitable best <br />practices to increase the reach and access for the entire community. It will also advance <br />community awareness and engagement around multiple other strategic priorities. <br /> <br />FISCAL IMPACT <br />No additional funding is needed to approve this consultant agreement. Funding for this <br />agreement is budgeted in the General Fund and Enterprise Funds. Funding for fiscal year <br />2027/28 will be included in the next two-year budget development. <br /> <br />The recommended total not-to-exceed amount under the agreement is $350,000 over the <br />three-year term. There is no guarantee that the total amount will be expended over the term <br />and there is no amount of work guaranteed to any of the three firms. Work will be assigned by <br />Page 23 of 264
