The grading proposed in conjunction with the development plan takes into <br />account environmental characteristics and is designed in keeping with the <br />best engineering practices to avoid erosion, slides, or flooding to have as <br />minimal an effect upon the environment as possible: <br /> <br />As previously stated, the subject property is relatively flat. Minimal <br />grading will be required, being limited to building pads and, where <br />necessary, to raise individual site grades to drain towards public storm <br />drain and sanitary sewer lines. <br />The subject property is not located in the Alquist-Priolo Special Studies <br />Zone. Requirements of the Uniform Building Code n implemented by the <br />City at the building permit review -- would ensure that building foundations <br />and private street/on-site parking areas are properly constructed. <br /> <br />6. Adequate public safety measures have been incorporated into the design of <br />the proposed development plan: <br /> <br />Buildings will be designed to meet the requirements of the Uniform <br />Building Code, other applicable City codes, and State of California <br />mandated noise and energy requirements. <br />The existing septic tank and leach fields would be removed. <br />The Lauers' existing well may be retained and used to water domestic <br />landscaping provided that a "double-check detector" is used to isolate City <br />water and domestic well lines. <br />Adequate access is provided to all lots for police, fire, and other emergency <br />vehicles. <br />Martin Avenue will be increased from 17' 0" to 28' 0". In conjunction with <br />the street widening, Martin Avenue's cross-section would be analyzed. If <br />determined to be necessary by the City Engineer, Martin Avenue would be <br />reconstructed; otherwise, it can be resurfaced. <br /> <br />7. The proposed development plan conforms to the purposes ofthe <br />PUD District: <br /> <br />The proposed development plan implements the purposes of the PUD <br />Ordinance by providing a large-lot, infill residential project that matches <br />and/or complements the character of the surrounding area, that meets the <br />owners' desires by allowing them to subdivide their property for building <br />sites for their children, and that meets the City's General Plan goals and <br />policies. <br />
