Using an interview-based format, each member of
the Council can give anonymous feedback which is then blended to produce a “big picture” view
of performance. In my experience, this process produces rich, meaningful feedback while
ensuring that all Councilmembers have an equal opportunity to provide input. This process is
also the best way to obtain feedback from senior staff, who may otherwise be reluctant to
provide input on their supervisor’s performance.
As you will see in the proposal which follows, I have extensive experience facilitating performance
evaluations for public sector executives. The primary objectives of the facilitated performance
evaluation process should be:
 Provide constructive feedback about performance on a variety of dimensions, such as
working relationships, accomplishment of key goals and strategic priorities, use of
judgement, management of financial resources and communication skills.
 Provide feedback about opportunities to enhance leadership effectiveness.

Daniel Keen
Consulting
PO Box 230, Mendocino, CA 95460
Docusign Envelope ID: 516AF49D-2735-491F-A208-3EC4B34CC4C1
