PLEASANTON PUBLIC LIBRARY FINE <br />AND FEE SCHEDULE <br /> <br />SUMMARY <br />Staff recommends that City Council adopt a resolution revising the Library Materials Recovery <br />Policy to eliminate the provision that allows for refunds of replacement fees if lost materials are <br />found within 90 days. This change would eliminate a City process that is resource-intensive <br />and provides minimal community benefit. <br /> <br />In addition, staff recommends City Council adopt a resolution to update the City’s Master Fee <br />Schedule Section D. Pleasanton Public Library Fine and Fee Schedule, which would include <br />fees for printing, photocopying, scanning and faxing, and meeting room rentals at the Library. <br />These changes aim to align library practices with other City services, support cost recovery, <br />and promote long-term fiscal sustainability. <br /> <br />RECOMMENDATION <br />Recommend City Council Adopt Two Resolutions to: <br />1. Revise the Library’s Materials Recovery Policy, and <br />2. Update the City Master Fee Schedule Section D. Pleasanton Public Library Fine and <br />Fee Schedule <br /> <br /> <br />BACKGROUND <br />Materials Recovery Policy <br />On October 5, 2023, the Library Commission recommended a Library Materials Recovery <br />Policy (Attachment 1). The City Council adopted the policy through a resolution on November <br />7, 2023. This policy outlines how library materials and borrower accounts are managed, <br />including a refund for replacement fees if a lost item, previously paid for, is returned within 90 <br />days. <br /> <br />Master Fee Schedule <br />On October 5, 2024, the Library Commission recommended updates to the City’s Master Fee <br />Schedule (MFS) Section D. Library Fine and Fee Schedule, to align with print management <br />software that did not allow for photocopying fees. On February 4, 2025, City Council adopted a <br />resolution to update the MFS (Attachment 2). <br /> <br /> <br /> <br />Page 6 of 39
