We are pleased to move forward and have provided a proposal to reflect <br />work associated with the initial phase of project review which entails project kick-off, initial <br />completeness and progress on project review and coordination for start-up of the CEQA process. <br />As described, the scope includes a weekly allocation of staff hours for an anticipated 9 -12 month <br />period. Progress on processing the entitlements, within the initial contract amount will be <br />dependent on the level of effort needed to accomplish various tasks but is likely to allow for <br />significant progress on project review and CEQA, but not completion of the entire entitlement and <br />annexation process. Additional details are as shown below. <br />Scope of Services – Initial Phase of Work <br />Tasks that may be completed within this phase will span approximately 9-12 months and includes: <br />•Overall project management, including coordination with City departments and external <br />agencies. <br />•Liaison with the City and applicant teams throughout the pre-application and application <br />process including any established reoccurring project check -in meetings as determined. <br />•Review of application materials for completeness and quality, and coordination of internal staff <br />feedback across departments (SRB coordination) and required outside agencies. <br />•Management of the CEQA process in collaboration with the City’s selected consultant <br />(FirstCarbon Solutions). <br />•Support for annexation-related tasks, including coordination with LAFCO and Alameda <br />County on tax sharing and RHNA apportionment. <br />•Preparation of staff reports, presentations, and participation in public hearings and City <br />Council/Commission meetings as needed during the first phase . <br />Budget and Duration <br />This initial phase of work will begin in June 2025 and continue for approximately one year, with a <br />not-to-exceed (NTE) budget of $99,500. Based on anticipated project needs, we propose the <br />following weekly staffing and cost allocation .
