City Council Minutes Page 1 of 8 June 17, 2025 <br />CITY OF PLEASANTON <br />CITY COUNCIL <br />MINUTES <br />Tuesday, June 17, 2025 <br />7:00 PM <br />CALL TO ORDER <br />Mayor Balch called the Regular Meeting of the City Council to order at the hour of 7:00 <br />p.m. from the Council Chamber located at 200 Old Bernal Avenue. <br />ROLL CALL <br />Present: Councilmembers Eicher, Gaidos, Nibert, Testa, Mayor Balch <br />Absent: None. <br />REPORT ON CLOSED SESSION <br />City Attorney Sodergren reported that in closed session, the City Council approved a <br />settlement agreement with the Housing Action Coalition to resolve threatened litigation <br />over the City's certified Housing Element. Pursuant to the Settlement Agreement, the <br />City will consider the rezoning of three commercial properties to residential use. The <br />vote was unanimous. <br />AGENDA AMENDMENTS <br />City Manager Beaudin continued item 9 to a future date to be determined. <br />Mayor Balch continued item 8 to a future meeting. <br />CONSENT CALENDAR <br />Mayor Balch opened public comment. There being no speakers, Mayor Balch closed <br />the public comment. <br />MOTION: It was m/s by Testa/Nibert to approve the consent calendar, except for items <br />8 and 9, as recommended. Motion passed by the following vote: <br />Ayes: Councilmembers Eicher, Gaidos, Nibert, Testa, Mayor Balch <br />Noes: None <br />Absent: None <br />City Attorney <br />1.Introduce an Omnibus Ordinance to Amend the Municipal Code in Chapters 1.04 <br />General Provisions, 2.34 Library Commission, 3.32 Alternative Bidding Procedures <br />Under The Uniform Public Construction Cost Accounting Act, 7.20 Vicious Dogs,
