<br />PLANNING COMMISSION CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. PC-97-74 <br /> <br />RESOLUTION RECOMMENDING APPROVAL OF THE APPLICATION OF THE <br />CITY OF PLEASANTON, AS FILED UNDER CASE RZ-97-04 <br /> <br />WHEREAS, the City of Pleasanton has applied to amend Chapters 18.40 (Office District), <br />18.44 (Commercial Districts), and 18.88 (Off-Street Parking Facilities) of the <br />Pleasanton Municipal Code to change the regulations for massage establishments <br />to permit the administrative approval of small massage establishments if certain <br />criteria are met, to conditionally permit gymnasiums and health clubs which <br />include massage services in the Commercial Regional District, and to establish a <br />parking requirement for massage establishments; and <br /> <br />WHEREAS, at its duly noticed public hearing of August 27, 1997, the Planning Commission <br />considered all public testimony, relevant exhibits, and recommendations of the <br />City staff concerning this application; and <br /> <br />WHEREAS, projects of this nature are categorically exempt from the requirements of the <br />California Environmental Quality Act (CEQA); and <br /> <br />WHEREAS, the Planning Commission determined that the proposed amendment would <br />streamline the review process yet retain controls sufficient to ensure that the best <br />interests of the City as a whole are maintained. <br /> <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RESOLVES THE FOLLOWING: <br /> <br />Section I. Recommends approval of Case RZ-97 -04, the application of the City of Pleasanton to <br />amend Chapters 18.40 (Office District), 18.44 (Commercial Districts), and 18.88 <br />(Off-Street Parking Facilities) of the Pleasanton Municipal Code to change the <br />regulations for massage establishments to permit the administrative approval of small <br />massage establishments if certain criteria are met, to conditionally permit <br />gymnasiums and health clubs which include massage services in the Commercial <br />Regional District, and to establish a parking requirement for massage establishments, <br />as shown on Exhibit "B," attached hereto and made part of this case by reference. <br /> <br />Section 2. This resolution shall become effective immediately upon its passage and adoption. <br />
