The contract was awarded with the understanding that it would solely provide <br />senior citizen transportation services. <br /> <br />In December 2022, the City of Pleasanton entered into a cost-sharing agreement with LAVTA <br />to provide all ADA transportation services to Pleasanton residents. At this time, the City <br />transferred a portion of its transportation funding from Measure BB and all of its Metropolitan <br />Transportation Commission (MTC) – Transportation Development Act (TDA) 4.5 funds for <br />paratransit (senior riders) and ADA services to LAVTA. <br /> <br />DISCUSSION <br />Transferring ADA ridership from Pleasanton Rides to LAVTA has allowed Pleasanton Rides to <br />operate as a senior transportation service for older adults. <br /> <br />With LAVTA as the ADA mandated transportation service provider in the region, they are <br />better equipped to manage the ADA rides for Pleasanton. The partnership has proven <br />beneficial for the City and LAVTA and both parties recommend extending the agreement for <br />two additional fiscal years. <br /> <br />EQUITY AND SUSTAINABILITY <br />This item provides transportation services for those who qualify for the ADA, expanding access <br />to much-needed services in the community. <br /> <br />OUTREACH <br />As a routine matter of business, no outreach was conducted on this item. <br /> <br />STRATEGIC PLAN ALIGNMENT <br />The proposed amendment to the agreement between the City and LAVTA advances the ONE <br />Pleasanton Goals: <br />• Goal A: Funding Our Future <br />• Goal E: Building a Community Where Everyone Belongs <br /> <br /> <br />FISCAL IMPACT <br />Approval of this action provides ongoing City transportation-specific funding to LAVTA, draws <br />down the Measure BB reserve fund, and allows the City to operate Pleasanton Rides without a <br />General Fund subsidy. The Measure BB reserve fund (45250356) is estimated to be at <br />approximately $552,624 by the end of Fiscal Year 2024/25.
