Ordinance No. 2296 <br />Page 5 of 12 <br />"Public works director." Head of the engineering, environmental services, and utilities divisions <br />of the city is invested with the authority and responsibility for the implementation of an effective <br />cross -connection control program and for the enforcement of the provisions of this ordinance. <br />"Double check detector backflow prevention assembly" or "DCDA" means a double check valve <br />backflow prevention assembly that includes a bypass with a water meter and double check <br />backflow prevention assembly, with the bypass's water meter accurately registering flow rates up <br />to two gallons per minute and visually showing a registration for all rates of flow. This type of <br />assembly may only be used to isolate low hazard cross connections. <br />"Double check valve backflow prevention assembly" or "DC" means an assembly of consisting of <br />two independently -acting internally -loaded check valves, with tightly closing shut-off valves <br />located on each end of the assembly (upstream and downstream of the two check valves) and fitted <br />with test cocks that enable accurate field testing of the assembly. This type of assembly may only <br />be used to isolate low hazard cross -connections. The entire assembly shall meet the design and <br />performance specifications and approval of a recognized and city -approved testing agency for <br />backflow prevention assembly. To be approved, these devices must be readily accessible for in- <br />line maintenance and testing. <br />"Hazard Assessment" means an evaluation of a user premises designed to evaluate the types and <br />degrees of hazard at a user's premises. <br />"Hazard, degree of is derived from a hazard assessment for the evaluation of potential risk to <br />public health and the adverse effect of the hazard upon the potable water system. <br />"Hazard, health" means any condition, assembly or practice in the water supply system and its <br />operation which could pose a danger to the health and well-being of the water consumer. An <br />example of a health hazard is a structural defect, including cross -connections, in a water system. <br />"Hazard, plumbing" means a plumbing type cross -connection in a customer's potable water system <br />that has not been properly protected by a vacuum breaker, air -gap separation or backflow <br />prevention device. Unprotected plumbing type cross -connections are considered to be a health <br />hazard. <br />"Hazard, pollutant" means an actual or potential threat to the physical properties of the water <br />system or to the potability of the public or the consumer's potable water system but which would <br />constitute a nuisance or be aesthetically objectionable or could cause damage to the system or its <br />appurtenances, but would not be dangerous to health. <br />"Hazard, system" means an actual or potential threat of severe damage to the physical properties <br />of the public potable water system or the consumer's potable water system or of a pollution or <br />contamination which would have a protracted effect on the quality of the potable water in the <br />system. <br />"High hazard cross -connection" means a cross -connection that poses a threat to the potability or <br />safety of the public water supply. Materials entering the public water supply through a high hazard <br />cross -connection are contaminants or health hazards. <br />"Industrial fluids system" means any system containing a fluid or solution which may be <br />chemically, biologically or otherwise contaminated or polluted in a form or concentration such as <br />would constitute a health, system, pollutional or plumbing hazard if introduced into an approved <br />
