<br />PLANNING COMMISSION CITY OF PLEASANTON <br />ALAMEDA COUNTY, CALIFORNIA <br />RESOLUTION NO. PC-97-56 <br /> <br />RESOLUTION APPROVING THE APPLICATION OF FRANCES L. BLASQUE, FOR A <br />CONDITIONAL USE PERMIT, AS FILED UNDER CASE UP-97-32 <br /> <br />WHEREAS, Frances L. Blasque, has applied for a conditional use permit to operate a massage <br />therapy business within an existing building located at 1811 Santa Rita Road, Suite 106; <br />and <br /> <br />WHEREAS, zoning for the property is PUD (planned Unit Development) - C (Commercial) District; <br />and <br /> <br />WHEREAS, at its duly noticed public hearing ofJune 25, 1997, the Planning Commission considered <br />all public testimony, relevant exhibits, and recommendations ofthe City staff concerning <br />this application; and <br /> <br />WHEREAS, the Planning Commission made the following findings: <br /> <br />A. The proposed location ofthe conditional use is in accordance with the objectives <br />of the zoning ordinance and the purpose of the district in which the site is located. <br /> <br />Some of the objectives ofthe zoning ordinance are to foster a harmonious, convenient, <br />workable relationship among land uses, protect existing land uses from inharmonious <br />influences and harmful intrusions, and to insure that public and private lands are used for <br />the purposes which are most appropriate and beneficial to the City as a whole. One of <br />the purposes ofthe commercial zoning district is to provide locations which offer <br />commodities and services to the residents of Pleasant on and the surrounding areas. As <br />proposed, the therapeutic massage facility will be consistent with the above listed <br />objectives in that it would provide a service to the community and, as conditioned, <br />would be conducted so as to not have negative land use impacts on the surrounding <br />uses. <br /> <br />B. The proposed location of the conditional use and the conditions under which it <br />would be operated or maintained will not be detrimental to the public health, safety, or <br />welfare, or materially injurious to the properties or improvements in the vicinity. <br /> <br />Given the professional nature of the proposed use, the proposed hours of operation, the <br />projected number of clients, and the size of the business, the massage studio will not <br />impact surrounding uses. No alterations to the existing design of the building are <br />proposed, and there is adequate off-street parking to meet the projected demand. <br /> <br />~----------':-.. <br />
