Page 1 of 3 <br />Item #3 <br /> <br />PARKS AND RECREATION <br />COMMISSION AGENDA REPORT <br /> <br /> <br />July 10, 2025 <br />Library and Recreation <br /> <br />TITLE: REVIEW THE IMPACTS OF ASSEMBLY BILL 1572 ON THE CITY OF <br />PLEASANTON <br /> <br />SUMMARY <br />The State of California Assembly passed Assembly Bill (AB) 1572 to prohibit the use of potable <br />water on nonfunctional turf on all government, institutional, industrial, commercial, and HOA <br />properties. <br /> <br />In anticipation of the implementation of AB 1572, the City completed a Citywide Turf Reduction <br />Study (Attachment 1) in August 2024 to identify underutilized turf areas as well as <br />nonfunctional turf areas. The study identified approximately 6 acres of nonfunctional City- <br />maintained turf and the costs and impacts associated with the implementation of a turf <br />conversion program. Conversion of the 6-acres of nonfunctional turf could save the city 7-9 <br />million gallons of water annually but at a cost of up to $8-15 million depending on the type of <br />conversion (ranging from simply turning off the water to converting the lawn and irrigation to <br />low water use plants and water-efficient irrigation). <br /> <br />Staff has started the process of prioritizing turf conversion on city properties as well as <br />reaching out to and coordinating with property owners impacted by the bill to educate them <br />about the requirements. Staff are also working on improving our lawn conversion program and <br />associated incentives. <br /> <br />This report informs the Parks and Recreation Commission of the impacts of AB 1572 and what <br />the City is doing to address the regulatory requirements. <br /> <br />RECOMMENDATION <br />Receive the staff report regarding the impact of AB 1572. <br /> <br />BACKGROUND <br />On October 13, 2023, the State of California Assembly passed a bill to prohibit the use of <br />potable water on nonfunctional turf for government, institutional, industrial, commercial, and <br />homeowner association (HOA) properties. The bill was in response to concerns over the <br />State’s limited water supply. The prohibition of nonfunctional turf was identified as an action <br />that would save a significant amount of water in a manner generally supported by the <br />population. The bill, Assembly Bill (AB) 1572, was modeled after a bill that had previously been <br />adopted in Nevada that limited water use on turf. <br /> <br />The bill defined nonfunctional turf as turf that precludes human access or turf that is not <br />located in a recreational use area or community space. The bill applies to the properties below <br />and goes into effect on the following dates: <br />Page 6 of 58
