<br />PLANNING COMMISSION CITY OF PLEASANTON <br />ALAMEDA COUNTY, CALIFORNIA <br />RESOLUTION NO. PC-97-45 <br /> <br />RESOLUTION APPROVING THE APPLICATION OF KATHERINE KLAPPERICH, FOR A <br />CONDITIONAL USE PERMIT, AS FILED UNDER CASE UP-97-23 <br /> <br />WHEREAS, Katherine Klapperich, has applied for a conditional use permit to operate a massage <br />therapy office at 1811 Santa Rita Road, Suite 222; and <br /> <br />WHEREAS, zoning for the property is PUD (Planned Unit Development) - C (Commercial) <br />District; and <br /> <br />WHEREAS, at their duly noticed public hearing of May 28, 1997, the Planning Commission <br />considered all public testimony, relevant exhibits, and recommendations ofthe City <br />staff concerning this application; and <br /> <br />WHEREAS, the Planning Commission made the following findings: <br /> <br />A. The proposed location of the conditional use is in accordance with the objectives <br />of the zoning ordinance and the purpose of the district in which the site is located. <br /> <br />Some of the objectives of the zoning ordinance are to foster a harmonious, convenient, <br />workable relationship among land uses, protect existing land uses from inharmonious <br />influences and harmful intrusions, and to insure that public and private lands are used <br />for the purposes which are most appropriate and beneficial to the City as a whole. As <br />proposed, the therapeutic massage facility would not interfere with the operations of the <br />surrounding uses and would not alter the existing design of the building. Due to the <br />small scale and professional nature of the proposed therapeutic massage facility, the <br />proposed project would be consistent with these objectives. <br /> <br />The site of the proposed use is located in the Valley Plaza Shopping Center which <br />permits a variety of commercial and office uses. As proposed, the business will not <br />alter in any way the exterior of the office building so as to detract from its architectural <br />features. The anticipated number of clients will not generate any unusual demands on <br />existing parking for the building or the surrounding properties. As conditioned, the <br />proposed use will be compatible with adjacent office uses located within the building. <br /> <br />B. The proposed location of the conditional use and the conditions under which it <br />would be operated or maintained will not be detrimental to the public health, safety, or <br />welfare, or materially injurious to the properties or improvements in the vicinity. <br /> <br />The proposed therapeutic massage facility would be contained completely on-site. <br />Sufficient parking and traffic capacity have been provided. Professional massage <br />facilities tend to be quiet and do not subject surrounding uses to heavy traffic, <br />hazardous odors, or other objectionable influences. The conditions of project approval <br />will ensure that the establishment of this business remain within the standards of all <br />applicable City codes. <br />
