City Council Minutes Page 3 of 5 March 4, 2025 <br />MEETING OPEN TO THE PUBLIC <br />7.Public Comment regarding items not listed on the agenda <br />Mayor Balch opened public comment. The following individuals provided comment: <br />Matt Stephanson, Debbie Wallace, Matthew Gray, Moez M., Doug Miller, Advaith <br />Krishnakumar, Erwin Ricafrente, David Ott, Linda Garbarino, Chong Wang, Joanne <br />Hall. <br />Mayor Balch closed the public comment. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br />1. Award a construction contract for Annual Curb and Gutter for Street <br />Resurfacing Project, CIP No. 25509 to Villalobos & Associates, Inc. of <br />Campbell, CA, for the low bid amount of $485,624. <br />2. Authorize the City Manager to enter into the construction contract with <br />Villalobos & Associates, Inc. <br />3. Authorize the Director of Public Works to approve and execute contract <br />change orders for a project contingency amount not to exceed $73,000 <br />(approximately 15 percent of the contract). <br />4. Approve budget amendments in the Gas Tax Fund (Fund 160), transferring <br />$59,322 from the Annual Sidewalk and Intersection Ramp Installations <br />(ADA), (CIP No. 25505), to the Annual Curb and Gutter for Street <br />Resurfacing Project, (CIP No. 25509). <br />8. Receive report and presentation on City’s CalPERS and Other Post-Employment <br />Benefits (OPEB) Funding Actuarial Analysis and provide feedback to staff <br />Recommendation: Receive report and presentation on the City’s CalPERS and the <br />Other Post-Employment Benefits (OPEB) retirement plans and provide feedback to <br />staff. <br />Presentation by Doug Pryor (Foster & Foster). <br />Mayor Balch opened public comment. The following individuals provided comment: <br />Kathy Narum, Doug Miller. <br />Mayor Balch closed the public comment. <br />The City Council provided direction as follows: <br />1. CalPERS: Base the Supplemental Trust withdrawal on the Scenario 1
