Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The City has had an ongoing need for a firm to provide on-call geotechnical consulting and <br />material testing services. The type of services needed may include soil analysis, pavement and <br />subbase recommendations, soil compaction tests, materials testing, permeability testing, <br />construction consultations and geological hazard investigations. Previously, the City has awarded <br />a two-year contract to BSK & Associates Geotechnical Consultants, Inc. for on-call services. In <br />an effort to provide more flexibility and to avoid a potential conflict of interest when firms are <br />performing developer related work within the City, staff is recommending that two firms be <br />retained for on-call services. <br /> <br />GEOTECHNICAL FIRM SELECTION PROCEDURE <br /> <br />A total of nine local geotechnical engineering consultant firms were selected from the City's <br />consultant database and invited to provide a statement of qualifications to provide geotechnical <br />and testing services. Three firms responded including; BSK & Associates Geotechnical <br />Consultants, Inc. ENGEO Incorporated, and Berlogar Geotechnical Consultants. A panel of <br />three City staff members familiar with the needs and types of services required made up the <br />interview panel and interviewed the three firms. Upon completion of the interview process and <br />reference checks on past performance, the panel determined BSK & Associates Geotechnical <br />Consultants, Inc. and ENGEO Incorporated as the most qualified firms to provide the required <br />services. <br /> <br />CONTRACT AND FUNDING <br /> <br />No new funding is required for these contracts. Funding for these contracts will come from the <br />existing funds already allocated under each individual capital improvement project approved by <br />City Council. For each geotechnical or material testing task needed, the selected firm(s) will be <br />required to submit a detailed proposal, which defines the scope of work for the particular project <br />and the fee required to complete the task. Typically, on-call service support costs are in the <br />range of $7,000 to $10,000 and are dependent on the size, types of service and complexity of the <br />job. Approval of these contracts authorizes staff to spend up to the aggregate amount of <br />$350,000 between the two firms over a 2-1/2 year period and most likely will encompass 30-40 <br />separate project authorizations over the life of the contract. The proposed contracts with BSK & <br />Associates Geotechnical Consultants, Inc. and ENGEO Incorporated are attached and include <br />Exhibit "A", Scope of Work and Exhibit "B", Fee Schedule. The expenditures for both contracts <br />combined is not-to-exceed $350,000 over the life of the contracts.
