Page 1 of 2 <br />Item #2 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />April 8, 2025 <br />Human Resources <br /> <br />TITLE: ADOPT A RESOLUTION EXTENDING THE PLEASANTON CITY EMPLOYEES <br />ASSOCIATION, AFSCME LOCAL 955, AFL-CIO MEMORANDUM OF <br />UNDERSTANDING FOR THE TERM OF APRIL 1, 2022, THROUGH MARCH 31, <br />2025, FOR TWO MONTHS, ENDING MAY 31, 2025 <br /> <br />SUMMARY <br />The Pleasanton City Employee Association (PCEA), AFSCME, Local 955, AFL-CIO <br />Memorandum of Understanding (MOU) ended on March 31, 2025. Staff recommends <br />extending the term by two months to allow time to meet and confer in good faith regarding the <br />terms and conditions of employment of the represented employees. <br /> <br />RECOMMENDATION <br />Adopt a resolution extending the Pleasanton City Employees Association, AFSCME Local 955, <br />AFL-CIO Memorandum of Understanding for the term of April 1, 2022, through March 31, <br />2025, for two months, ending May 31, 2025. <br /> <br />BACKGROUND <br />The PCEA includes approximately 211 employees in numerous classifications, including <br />clerical positions, police dispatchers, recreation employees, planners, engineers, and <br />maintenance employees. The recently expired MOU with this group covered the period April 1, <br />2022, through March 31, 2025. Representatives from PCEA have requested additional time to <br />meet and confer with the City to develop a successor agreement. <br /> <br />DISCUSSION <br />In accordance with the Meyers-Milias-Brown Act (MMBA), the parties are required to meet and <br />confer in good faith over items covered within the scope of representation, including wages, <br />hours, and other terms and conditions of employment. <br /> <br />A two-month extension was requested to allow sufficient time for discussions and negotiations <br />of the new agreement's terms. The proposed extension would extend the term to May 31, <br />2025. During this extension period, the terms and conditions of the original MOU shall remain <br />in full force and effect. <br /> <br />This extension reflects the City’s commitment to bargaining in good faith to reach an <br />agreement consistent with the MMBA's requirements. <br /> <br />EQUITY AND SUSTAINABILITY <br />Not applicable, as this item is a routine matter of City business. <br /> <br /> <br />Page 3 of 5
