EDAW IN(2 WORK PROGRAM <br />TRANSIT-ORIENTED SPECIFIC PLAN <br />FOR THE HACIENDA BUSINESS PARK <br /> <br />The introduction of more housing; and, <br />The creation of well-defined and <br />meaningful sub-districts that will serve <br />both existing employees, residents, and the <br />City of Pleasanton. <br /> <br />Inflll at VTA Station San Jose <br /> <br />In addition to these locally unique characteristics, <br />this new vision also seeks to embrace the ten <br />"Smart Growth Principles" defined by The Smart <br />Growth Network. A summary of this vision was <br />presented in the Hacienda Business Park Land Use <br />Modification Proposal. Upon review, the City of <br />Pleasanton requested that the proposal formalized <br />through the preparation of a Specific Plan (Plan). <br /> <br />In order to fully realize the opportunities presented <br />by this vision, the East Bay Community <br />Foundation and Hacienda (Project Team), in close <br />association with the City of Pleasanton, wish to <br />have a Consulting team prepare a Transit-Oriented <br />Specific Plan for all of the lands within the <br />Hacienda Business Park. The Plan will embrace the <br />entire park (Plan Area) but focus on key properfies <br />(Core Planning Area), the owners of which will <br />form the key stakeholder team (Core Planning Area <br />Team). <br /> <br />Because of the complex and nuanced nature of this <br />task, a number of specialists cousisfmg of land use <br />planners and urban designers will be assembled. <br />The group will be led by EDAW, Inc., and be joined <br />by Fehr & Peers transportation planners, Strategic <br />Economics, and Ellen Greenberg (Consultant <br />Team). <br /> <br />We propose a planning process which actively <br />seeks collaboration with the Project Team, the Core <br />Area Planning Team, the City of Pleasanton, other <br /> <br />property owners and residents within Hacienda, <br />and the public. <br /> <br />LEARNING FROM AND BUILDING ON <br />HACIENDA BUSINESS PARK'S <br />PLANNING HISTORY <br /> <br />The planning process for the Transit-Oriented <br />Specific Plan must not be completed in a vacuum. <br />Therefore, the Consultant Team will not only make <br />a rigorous effort to understand the history and <br />context of the plan area, but also to take cues from <br />this history to help shape a vision. <br /> <br />A key challenge will be to understand the <br />development pattern of the plan area and its <br />environs in order to identify how sub-areas <br />function in terms of land use, physical form and <br />circulation. Key questions may include: <br /> <br />· What are the objectives of the Core <br /> Planning Area Team, other property <br /> owners and residents in the Plan Area and <br /> what opportunities for change do they see? <br />· What motivated the current mix of <br /> commercial, retail, and residential uses? <br />· What types of new uses would contribute <br /> most to the greater success of Hacienda as <br /> a transit-oriented development? <br />· What are the opportunities for more <br /> housing? <br />· What types and densities of mixed-use <br /> buildings are most appropriate? <br />· What is City of Pleasanton's and BART's <br /> vision for the area? <br />· How effectively does the street circulation <br /> and parking system work? <br />· How pedestrian friendly is the area <br /> currently? <br />· What measurable influence did up- and <br /> downswings in the economy have on the <br /> area as a whole and on each subarea <br /> individually? <br /> <br />All these questious lead to the larger questions of: <br /> <br />What is the best mix and placement of uses necessary to <br />ensure the creation and continuing viability ora <br /> <br /> <br />
