EDAW INC WORK PROGRAM <br />TRANSIT-ORIENTED SPECfFIC PLAN <br />FOR THE HACIENDA BUSINESS PARK <br /> <br />inform land use and circulation alternatives. A <br />complete description of this analysis is included at <br />the end of this work scope. <br /> <br />3.J. Transportation <br /> <br />Fehr & Peers will build on its extensive prior <br />research into Transit-Oriented Development (TOD) <br />travel characteristics in a variety of settings. These <br />studies include recent analysis of all BART station <br />areas, as well as, technical studies of trip generation <br />characteristics of key Hacienda Business Park land <br />uses, which will be conducted in the fall of 2004. <br /> <br />Using information from the City of Pleasanton <br />traffic model and other available data, Fehr & Peers <br />will determine the relevant transportation <br />conditions under existing as well as future <br />conditions, with and without the Hacienda <br />Business Park TOD Specific Plan. <br /> <br />Fehr & Peers will also coordinate with the City to <br />identify appropriate criteria for measuring the <br />significance of project impacts. The criteria will be <br />based on policies of the General Plan and other <br />(e.g., regional) planning documents. The impact <br />analysis of Specific Plan traffic will be conducted <br />for the General Plan horizon year. A complete <br />description of this analysis is included at the end of <br />this work scope. <br /> <br />3.K Background Report <br /> <br />The EDAW Team will assemble a summary <br />Background Report, including the findings of each <br />of the aforementioned work tasks. This report will <br />include a brief summary and complete memoranda <br />prepared by each discipline. <br /> <br />We will identify and map opportunities for changes <br />to streets and potential development opportunity <br />sites, address market needs that are not currently <br />served, and identify opportunities for the creation <br />of public spaces. <br /> <br />A draft background report will be submitted to the <br />Project Team for review and comment. <br /> <br />STAGE 2 - EVOLUTION OF IDEA8 <br />TASK 4 - DEVELOPMENT OF <br />ALTERNATIVES <br /> <br />4.A. Alternative Preparation <br /> <br />Based on the findings of the Background Report, <br />input from the Project Team and Core Planning <br />Area Team, our refined understanding of the site <br />and its context, the Consultant Team will prepare <br />up to three conceptual alternative development <br />scenarios for the Plan Area. <br /> <br />Exist'rog standards regulating building height and <br />density will also be considered during alternatives <br />development. <br /> <br />Depending on the results of the inifial tasks, we <br />may be preparing significantly different <br />alternatives or exploring discrete modifications to a <br />generally similar overall concept. In either case, we <br />will work to establish feasible alternatives, each tied <br />to a distinctive character quality. We will prepare a <br />complete collection of data supporting each <br />alternative, including: <br /> <br />· Urban design framework diagram <br /> including landmarks, gateways, and <br /> streetwalls; <br />· Public realm framework diagram, <br /> including streetscape character and open <br /> spaces; <br />· Building prototype studies; <br />· Building character studies; <br />· Development land use program; <br />· Development yield analysis; <br />· Conceptual traffic and pedestrian system; <br />· Travel demand management; <br />· Travel generation analysis and mode share <br /> studies; <br />· Phasing program; <br /> Conceptual parking system; and <br />· Preliminary pro forma on three to five <br /> building types representing regulatory <br /> conditions from the different alternatives. <br /> <br />All of the various team members will work closely <br />in establishing the overall form and framework of <br /> <br /> <br />
