IDAW INC WORK PROGRAM
TRANSIT-ORIENTED SPECIFIC PLAN
FOR THE HACIENDA §USINESS PAEK

will establish an outline of goals to be included in
the Plan itself.

The purpose of this assignment will be to establish
a series of criteria used to measure the progress and
success of the process and Plan.

TASK 3 - EXISTING CONDITIONS
ANALYSIS: BACKGROUND REPORT

3. A. Existing Land Use and Public Policy

We will conduct an initial review of the local
planning policy context. A significant policy
framework currently exists to guide development
projects within the Plan area, through an existing
PUD.

These policies address job growth, housing, urban
design, transportation, recreation and community
revitalization. Specifically, we will address:

· Current land uses;
· Vacant and underutilized parcels;
· Parcel sizes;
· Easements and/or deed restrictions;
· Land ownership patterns;
· Approved and proposed projects (in the
plan area and environs);
· Relevant General Plan policies;
· Applicable development standards, zoning
codes and other ordinances; and
· Other relevant Specific Plans and
ordinances specifically prepared to address
the Plan area

3. B. Building Stock Characterization and Urban
Design Assessment

EDAW will conduct an analysis of the existing
building stock and the Plan Area's urban design
characteristics. We will drive, walk, and
photograph the Plan Area to identify distinctive
characteristics of the urban landscape, including the
character of development in the Plan and adjacent
areas, landmarks nodes and gateways, and overall
built form. We will also refer to any relevant
existing information.

EDAW will record the approximate height and
density, number of stories, and building types, and
identify historical or architecturally significant
structures.

Land Use Analysis for BART, Eastern Contra Costa County

An important element of this assessment will
include a summary of the public realm within and
abutting the Plan Area. This assessment will
provide an overview of the character of public
spaces, including streets, sidewalks, and any formal
or informal open spaces or public gathering areas.

3.C. Stakeholder Interviews

During this work task we will conduct individual
or small group interviews with identified key
stakeholders within the Plan Area. It will be
important to include a fairly broad cross section of
participants during these interviews.

In addition to the Core Planning Area Team, other
property owners and local developers, interviewees
should also include representatives from various
City and BART departments, particularly staff
members who will ultimately implement the plan;
and public works officials who can offer insights
regarding street design, clarifications regarding
pedestr~n and bicycle improvements, utilities,
easements, street tree planting policies, and rights-
of-way, and who may offer recommendations for
the preparation and content of design guidelines.

EDAW will attend each of these interviews, and
key Consultant Team members will attend
interviews directly relevant to their area of
expertise.
