<br /> Bicycle, Pedestrian & Trails <br />Committee Meeting <br />Agenda Report <br /> March 24, 2025 <br /> <br />Item 5 <br /> <br /> <br />SUBJECT: TRANSPORTATION DEVELOPMENT ACT (TDA) ARTICLE 3 FUNDS FOR THE <br />PURCHASE OF A MINI STREET SWEEPER <br /> <br /> <br /> <br />SUMMARY <br />This report recommends that the Committee approve the application to the Metropolitan <br />Transportation Commission (MTC) for Transportation Development Act (TDA) Article 3 funds for <br />the purchase of a mini street sweeper. The mini sweeper will fit into and allow routine sweeping <br />of the protected bicycle lanes (and our off-street trail network), as recommended through the <br />Bicycle and Pedestrian Master Plan. <br /> <br />MTC requires that all projects applying for regional discretionary transportation funding of <br />$250,000 or more, must submit a Complete Streets Checklist to MTC. The checklist is required <br />to be reviewed by the City’s Bicycle and Pedestrian Advisory Committee. <br /> <br />BACKGROUND <br />The Transportation Development Act is a state of California law that provides funding through <br />state sales tax for projects that comply with regional transportation plans. Article 3 of the TDA <br />provides funding for bicycle and pedestrian projects. The Metropolitan Transportation <br />Commission oversees the allocation of these funds, based on population, within the nine county <br />MTC region. MTC makes annual distributions of TDA Article 3 funds to eligible claimants after <br />review of applications submitted. <br /> <br />Eligible project types for these funds include the construction and/or engineering of a capital <br />project that would construct or maintain a bikeway; bicycle safety education programs; <br />development of bicycle or pedestrian facilities; restriping of bike lanes and other pedestrian and <br />bicycle related maintenance and construction projects. The purchase of a mini sweeper is <br />included in the eligible expenditures. <br />
