1 <br />I. BACKGROUND <br /> <br />The overriding goal of Bernal Community Park is to create <br />groupings of sports fields and related facilities within a <br />forested framework of open space on approximately 50 acres <br />of land. Park facilities are to be interconnected with one <br />another and the outlying Bernal Property “grand park” <br />through a coordinated system of mounded landforms, plant <br />communities, trails and public art. A multi-use program of <br />active sports facilities and activities is planned that is to <br />remain flexible in order to respond to changing community <br />recreational needs over time. <br /> <br />Current local sports needs have resulted in the planning of <br />lighted sports fields to accommodate baseball, soccer, <br />football and lacrosse within the Community Park. A 1,000- <br />seat amphitheater is also planned as a primary use to <br />accommodate local outdoor performances and events. <br /> <br />The setting in which the Community Park facilities are <br />organized is planned to minimize the utilitarian appearance <br />of sports fields and create a much more natural and intimate <br />visual environment. This is to be accomplished through the <br />development of a well-defined framework of linear forested <br />open spaces and landforms surrounding clustered sports <br />fields. This is intended to visually reduce the size of <br />clustered turf areas by breaking them up into smaller <br />components, as well as by blending forested areas with the <br />outlying grand park landscape. In this way, the turf and <br />forested areas of the Community Park will meld with the <br />forested and meadow areas of the grand park, providing a <br />sense of one large, integrated open space. <br /> <br />The Bernal Community Park Master Plan is one of several <br />master plans that are ultimately anticipated for the City- <br />owned portion of the Bernal Property. Similar planning is <br />underway for the Youth/Community Center, and is <br />anticipated for other potential major public facilities on the <br />property, such as a Cultural Arts Center and the overall open <br />space lands. <br /> <br />Community Park construction will be phased according to <br />community needs and the availability of funding. Detailed <br />site, architectural and landscape design plans for each phase <br />will be prepared through the City’s Planned Unit Development <br />(PUD) process. <br /> <br /> <br /> <br /> <br />
