1. Specific Plan Sewer System Concept <br />The proposed Plan Area sewer system concept is illustrated in Figure VI-3 and further <br />discussed below . <br />A system of local eight-inch sewer lines presently serves existing development northwest <br />of the Plan Area . Portions of these lines (within Grape Vine and Badger Dri ve s) have <br />no available surplus capacity. Development of Lots 1-17 must therefore pay for a first , <br />approximately 2 ,600-foot long segment of the Section Three Master Plan trunk sewer to <br />bypass this constricted local line. This new ten-inch gravity line will extend from a point <br />on the existing Vineyard Avenue at the southwest comer of Lot 8 in a northwesterly <br />direction to the end of the Section 2 improvements ( opposite Tioga Court). Development <br />on Lots 1-17 will also facilitate the extension of a local eight-inch sewer line south from <br />the new trunk line (through the community park site at Lot 14) to the existing sewage <br />pump and force main at Foxbrough Place . This connection will be completed through <br />an existing off-site easement , and will enhance overall system reliability and capacity by <br />eliminating the sewage pump and force main at this location and by allowing gravity <br />flow through this new line . Sewer lines on Lots 1 , 2, and 3 will gravity flow to the new <br />north-south street on these lots and then north through Vista Diablo. <br />The elementary school on Vineyard A venue may be served by one of two alternative <br />means. First, the school project may front the cost of extending the trunk sewer line and <br />installing the pump station and force main at the western portion of Lot 18. Under this <br />scenario the School District would be eligible for reimbursement of expenditures beyond <br />its fair share cost as other properties develop . Second, an on-site holding tank could be <br />installed, with sewage being trucked off-site until the main line and related improvements <br />are extended easterly to the school. <br />Remaining development within the Plan Area will be dependent on the extension of the <br />eight-inch trunk sewer along the north edge of the Plan Area within the realigned <br />Vineyard Avenue. Development will also need to install the pump station and force main <br />if not already built. <br />2. Existin& Residences <br />Private septic systems in use for existing residences may continue in use in accordance <br />with public health and safety standards . However, these individual systems shall be <br />abandoned as a condition of the subdivision of the lots on which they are located . Upon <br />connection, existing homes (except for Lots 8 and 15 where prior agreements with the <br />City provide otherwise) will be charged a fair share portion of the cost for new facilities <br />(see Infrastructure Financing Section). <br />80
