V. CIRCULATION <br />The following section presents the Circulation Plan. Included is information pertaining to the <br />existing and planned circulation systems, off-site street improvement mitigations, street design <br />standards , street and landscape design guidelines , transit service , and trails . The intention of <br />the Circulation Plan is to provide efficient vehicular, pedestrian, bicycle , and equestrian <br />movement while protecting the rural quality of the Plan Area. <br />A. CIRCULATION OBJECTIVES <br />1. Develop a safe and convenient circulation system to accommodate planned growth <br />within and beyond the Plan Area that meets City traffic level of service standards . <br />2 . Realign Vineyard Avenue along the Arroyo del Valle to reduce noise in the center <br />of the Plan Area and to accommodate safer and more convenient travel. <br />3. Ensure adequate access for emergency vehicle service to all new homes . <br />4. Provide an alternative to vehicular travel throughout the Plan Area by way of an <br />integrated system of pedestrian, bicycle, and equestrian trails . <br />5. Provide adequate public transit connections to the outlying region. <br />6. Establish Vineyard Avenue as a scenic entry to the wine country through the use <br />of rural road standards, implementation of a generous landscape program that <br />features native tree plantings, colorful landscaping accents , and compatibility with <br />the Ruby Hill landscape design program. <br />7. Mitigate potentially significant traffic impacts created by Plan Area development <br />on residential neighborhoods to the fullest extent feasible . <br />B. EXISTING CIRCULATION <br />Existing vehicular access to the Vineyard Avenue Corridor is provided by Vineyard Avenue, the <br />only public street within the Plan Area . Vineyard A venue originates in Downtown Pleasanton <br />and terminates at Highway 84. In its current configuration, it is a narrow (23 feet wide) <br />two -lane rural roadway contained within a 50 foot right-of-way . Numerous driveways and <br />private roads intersect Vineyard A venue with limited sight distance . The existing public and <br />private street system within the Plan Area is illustrated in Figure V-1 . <br />57
