e. Demolition of all structures shall be conducted in accordance with <br />applicable requirements of the California Department of Industrial <br />Relations (Cal OSHA) for lead, with appropriate follow-up measures taken <br />if lead-based paint is found. <br />f. Demolition of all structures shall be conducted in accordance with the <br />requirements of Cal OSHA and the Bay Area Air Quality Management <br />District (BAAQMD) for asbestos , with appropriate follow-up measures if <br />asbestos is found. <br />g. Notification of the Underground Services Alert (USA) as well as site <br />tenants shall take place prior to ground breaking to obtain information on <br />the location of possible underground utilities. <br />h. Developers of land containing detention basins, springs, ponds , etc . shall <br />contact the Alameda County Mosquito Abatement District (ACMAD) for <br />assistance in controlling and managing potential disease-bearing vectors <br />and their breeding areas to reduce the potential for transmission of public <br />health diseases associated with these organisms. The ACMAD shall also <br />be consulted for assistance in the control and management of other <br />organisms (e.g., Valley black gnat) and their breeding areas that pose an <br />environmental nuisance . The owners of such developments shall be <br />responsible for implementing all applicable recommendations of the <br />District. <br />1. A Health-Risk Assessment (HRA) shall be prepared for the City by a <br />qualified health-risk professional for use of Lot 14 as a City park. The <br />HRA shall evaluate the existing data on air, soil, and water quality from <br />the site to determine if additional sampling and testing is required. The <br />HRA shall be prepared in conformance with the United <br />States Environmental Protection Agency (EPA) and CalEPA guidelines. <br />If the HRA indicates that park use of the site is appropriate, the Park and <br />Recreation Department shall prepare a worker Health and Safety Plan for <br />development, operation, and maintenance of the proposed park. If the <br />HRA concludes the site currently has unacceptable health risks, then either <br />(1) a remediation plan shall be prepared for approval by the United States <br />EPA and CalEP A, and the specified remediation measures shall be <br />implemented; or (2) the Plan shall be modified to accommodate another <br />use. <br />J . The City shall attempt to obtain as-built drawings of all components of the <br />methane gas collection system on Lot 14. If obtained these records shall <br />be maintained at the Building Inspection Department to ensure that any <br />excavations made during park construction or operation do not rupture <br />components of the system.
