1. Prior to the final design of the relocated Vineyard A venue, the stability <br />of the slopes of the south bank of the Arroyo del Valle within 200 feet of <br />the proposed location of the roadway shall be evaluated by a qualified <br />Geotechnical Engineer to determine if slope failures could affect the short- <br />and long-term integrity of the constructed roadway or if construction or <br />operation of the roadway could affect the stability of the banks. A <br />geotechnical report shall be prepared for the City that specifies appropriate <br />slope design and construction. Recommendations of the report shall be <br />implemented in the roadway specifications. <br />4. Drainage Reguirements Relating to Construction <br />a . Grading and drainage design plans shall be submitted to the City Engineer <br />for each phase of development within the Plan Area, and reviewed for <br />compliance with all applicable City requirements . The drainage plans <br />shall demonstrate that the proposed development would minimize or <br />eliminate increases in the volume or rate of runoff associated with both <br />small and large storm events (including two-year to 100-year storm <br />events) from the development sites. <br />5. Water Quality and Protection Reguirements Relating to Construction <br />a. Projects disturbing more than five acres of land during construction shall <br />be required to file a Notice of Intent (NOi) to be covered under the State <br />NPDES General Construction Permit, for discharges of storm water <br />associated with construction activity. The developer shall propose control <br />measures that are consistent with the State General Permit. <br />A Storm Water Pollution Prevention Plan (SWPPP) shall be developed <br />and implemented for each site covered by the general permit. A SWPPP <br />shall include Best Management Practices (BMPs) designed to reduce <br />potential impacts to surface water quality through the construction and life <br />of the project. A SWPPP shall be prepared such that, when properly <br />implemented, will reduce or eliminate impacts to surface water quality <br />from all phases of the project. Required elements of the SWPPP include <br />the following: <br />1) Construction storm water management controls shall be <br />implemented which include practices to minimize the contact of <br />construction material, equipment, and maintenance supplies <br />(e.g., fuels , lubricants , paints, solvents, adhesives) with storm <br />water. The SWPPP shall specify properly-designed centralized <br />storage areas that keep these materials out of the rain. It shall also <br />include a monitoring program by the construction site supervisor. <br />52
