Analysis presented in the <br />geotechnical report shall conform with the California Division of Mines <br />and Geology recommendations presented in the Guidelines for Evaluating <br />Seismic Hazards in California. Projects located within the alluvial deposit <br />areas of the project site shall specifically address and be designed to <br />withstand the potential for liquefaction. Projects within the upland areas <br />or adjacent to steep slopes of upland areas shall specifically address the <br />potential for seismically-induced landsliding. The report shall be <br />submitted to the City for review by a qualified consulting geotechnical <br />engineer reporting to the City at the applicant's cost. The project shall <br />incorporate all recommendations of the City 's consulting engineer into the <br />design. <br />b. For areas with slopes steeper than 20 percent or within or adjacent to <br />existing landslides , a slope-stability analysis report (addressing static and <br />pseudo-static conditions) shall be prepared by a licensed Civil Engineer <br />and include the appropriate recommendations from the approved <br />geotechnical report for any proposed development or roadway <br />construction. The report shall provide recommendations for control of <br />surface drainage, adequate groundwater drainage, and slide mass removal <br />or stabilization, if necessary. The analysis shall be supported by <br />investigation of site-specific conditions that shall include but not be limited <br />to: <br />• estimated recency of slope failures and potential for continued <br />movement; <br />• depth of landslides or colluvial deposits and characterization of <br />slide plane(s); <br />• shear strength data for subsurface materials at the project site; <br />• location of springs; <br />• groundwater level detail that characterizes seasonal fluctuations; <br />and <br />• justification of the seismic coefficient used in pseudo-static <br />analysis. <br />c. Proposed cut-and-fill slope designs shall have factors of safety not lower <br />than 1.5 under static conditions and 1.0 under seismic shaking conditions. <br />d. All grading plans, cut-and-fill slopes, compaction procedures, and <br />retaining structures shall be designed by a licensed Geotechnical or Civil <br />Engineer. All grading and slope preparation activities shall be conducted <br />under the supervision of a licensed Geotechnical Engineer or certified <br />Engineering Geologist. <br />50
