RESOLUTION NO. 2025-007 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> APPROVING A GENERAL PLAN AMENDMENT TO THE HOUSING ELEMENT AND <br /> THE LAND USE ELEMENT TO ALLOW FOR THE REQUIRED 3-ACRE PARK/OPEN <br /> SPACE ON HOUSING ELEMENT AREA 27 TO BE SPLIT INTO MORE THAN ONE <br /> AREA WITHIN THE APPROXIMATELY 10.64-ACRE SITE AT 0 VINEYARD AVENUE <br /> (APN 946-4619-1) (P24-0720) <br /> WHEREAS, on October 30, 2024, Robin Miller for Trumark Homes, applied for a General <br /> Plan Amendment to the Housing Element and the Land Use Element to allow for the required 3- <br /> acre park/open space on housing element Area 27 to be split into more than one area within the <br /> approximately 10.64-acre site at 0 Vineyard Avenue (APR 946-4619-1) (hereinafter"the Project"); <br /> and <br /> WHEREAS, on January 26, 2023, with adoption of Resolution No. 23-1359, the site was <br /> designated Community Facility-School/Housing Element Site Overlay (HESO) in the General <br /> Plan; and <br /> WHEREAS, on December 5, 2023, with adoption of Ordinance No. 2264, the site was <br /> zoned Planned Unit Development (PUD)-Elementary School, with Housing Opportunity Zone <br /> (HOZ) overlay; and <br /> WHEREAS, on January 22, 2025, the Planning Commission held a duly-noticed public <br /> hearing and considered relevant exhibits, recommendations of the City staff concerning this <br /> application, and received testimony from the applicant and interested parties; and <br /> WHEREAS, on January 22, 2025, the Planning Commission recommended approval of <br /> this application to the City Council; and <br /> WHEREAS, on February 18, 2025, the City Council held a duly-noticed public hearing and <br /> considered relevant exhibits, recommendations of the City staff concerning this application, and <br /> received testimony from the applicant and interested parties. <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br /> RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br /> SECTION 1. CEQA Findings. The City Council finds that the project is categorically <br /> exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to <br /> CEQA Guidelines 15061(b)(3), because there is no possibility that the proposed general plan <br /> amendment will have a significant effect on the environment. Three acres of parks and open <br /> space will still be provided on the site and there is no proposed change to the overall site density. <br /> SECTION 2. The City Council finds that the proposed General Plan Land Use and <br /> Housing Element amendments are consistent with the goals and policies of the General Plan. <br /> The amendments are consistent with Goal 2, Policy 5, and Program 5.2 of the Land Use Element <br /> and Program 1.1 of the Housing Element in that the amount of park and open space on the site <br /> will remain the same, while allowing greater community input in the provision of the facilities. <br /> There is no change in the allowable density of the site. Splitting the park/open space will maintain <br /> a landscape buffer that is in keeping with the development along Vineyard Avenue, while <br /> providing park facilities adjacent to an existing walking and bicycling trail on Old Vineyard Avenue. <br />
