Page 1 of 19 <br />Item #4 <br /> <br />HUMAN SERVICES COMMISSION <br />AGENDA REPORT <br /> <br /> <br />March 5, 2025 <br />Library and Recreation <br /> <br />TITLE: REVIEW AND RECOMMEND HOUSING AND HUMAN SERVICES GRANT <br />PROGRAMS FOR FY 2025/26 <br /> <br />SUMMARY <br />The Pleasanton Housing and Human Services Grant (HHSG) program combines federal and <br />local funding sources into a single grant program. The four sources of HHSG funding include <br />the federal Community Development Block Grant (CDBG) program, the federal HOME <br />Investment Partnership Program (HOME), the City's Lower Income Housing Funds (LIHF), and <br />the City's General Fund. Each year, the Human Services Commission reviews applications <br />and provides recommendations to the City Council based on the commission’s annual <br />Evaluation Criteria (Attachment 1) and Statement of Priorities (Attachment 2). <br /> <br />This report presents an overview of the 31 HHSG applications submitted for the Fiscal Year <br />(FY) 2025/26 grant funding cycle, a report of the commission application scoring, and staff <br />analysis and recommendations based on commission scoring and projected funding. <br /> <br />For the FY 2025/26 cycle, the HHSG recommendations will be considered in two phases to <br />align with federal requirements and the City's current budget development process. Phase One <br />considers funding allocations for non-General Fund sources (CDBG, HOME, and LIHF) and <br />will be reviewed by the commission in March for recommendation to the City Council to align <br />with the U.S. Department of Housing and Urban Development (HUD) Consolidated Plan and <br />Action Plan timeline requirements. Phase Two will consider projects not funded in Phase One, <br />utilizing commission scoring and future funding levels as determined in the City's biennial FY <br />2025/26 budget process. <br /> <br />RECOMMENDATION <br />1. Review and approve final scoring for all FY 2025/26 Housing and Human Services <br />Grant applications <br />2. Review and approve Phase One of FY 2025/26 Housing and Human Services Grant <br />programs using CDBG, HOME, and LIHF funding. <br /> <br /> <br />BACKGROUND <br />Established in 2010, the City of Pleasanton Housing and Human Services Grant (HHSG) <br />program consolidates funding from CDBG, HOME, LIHF, and City General Funds into a single <br />grant. The Human Services Commission reviews applications and annually recommends <br />funding to the City Council. Previously, human services and housing-related applications were <br />reviewed by separate commissions; however, in May 2024, the City Council disbanded the <br />Housing Commission. Since the majority of housing-related grant applications also have a <br />strong human services component, the review of all applications and program <br />recommendations moved to the Human Services Commission starting with the FY 2025/26 <br />Page 7 of 67
