<br /> <br />2 <br /> <br />City of Pleasanton <br />Financial Advisory Services <br /> <br />Scope of Work <br />The City of Pleasanton has requested financial advisory services during a transitional period in <br />the leadership of the City’s Finance Department. Jessie Catacutan and Bill Zenoni will be the <br />Project consultants. <br /> <br />1. Budget Preparation and Management: Assist in the development, implementation, and <br />monitoring of the city's annual operating and capital budgets. This includes forecasting <br />revenues, managing expenditures, and making adjustments as needed. <br />2. Financial Reporting: Assist in preparing and presenting regular financial reports to the <br />City Council, City Manager, and other key stakeholders. Ensure compliance with <br />Generally Accepted Accounting Principles (GAAP) and other regulatory standards. <br />3. Cash Flow and Investment Management: Review the city’s cash flow to ensure liquidity <br />for operations and investing city funds in accordance with local laws and policies to <br />maximize returns while minimizing risk. <br />4. Debt Management: Perform a high-level review of the city’s debt portfolio, including <br />bond issuances, repayments, and refinancing strategies. Ensuring compliance with debt <br />covenants and exploring financing options for city projects. <br />5. Audit Coordination: Assist in the city's annual external audit process and working with <br />auditors to ensure accuracy and transparency in financial statements. Assist staff in <br />addressing any findings or recommendations. <br />6. Internal Controls and Compliance: Ensure that proper financial controls are in place to <br />safeguard city assets. This includes overseeing internal audits, fraud prevention, and <br />compliance with local, state, and federal regulations. <br />7. Strategic Financial Planning: Provide long-term financial projections and analysis to <br />support citywide strategic planning efforts. Advise the City Manager and City Council on <br />the financial impacts of policy decisions. <br />8. Revenue Management: Review and advise on tax collection, fee assessments, and other <br />revenue-generating activities. Reviewing revenue trends and recommending changes to <br />taxes or fees as necessary as needed. <br />9. Policy Development: Assisting in the development and implementation of financial <br />policies, procedures, and systems that promote sound financial management practices. <br />10.
