Guidelines 15282(h) in that CEQA does not apply to the adoption of a local <br />ordinance implementing the provisions of State ADU law which is set forth <br />in Government Code Section 66310 et. seq. The amendments are further <br />statutorily exempt pursuant to CEQA Guidelines 15268 in that they are a <br />“ministerial project,” involving little or no personal judgment.
