<br /> <br /> <br /> <br />RESOLUTION NO. PC-2025-04 <br /> <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RECOMMENDING THAT THE CITY COUNCIL APPROVE AMENDMENTS TO THE <br />VINEYARD AVENUE CORRIDOR SPECIFIC PLAN TO ALIGN WITH HOUSING ELEMENT <br />PERMITTED USES FOR THE SUBJECT PROPERTY AND OTHER CONFORMING <br />CHANGES. <br /> <br /> <br />WHEREAS, on June 1, 1999, with the adoption of Ordinance 1782, the Vineyard Avenue <br />Corridor Specific Plan (VACSP) was established; and <br /> <br />WHEREAS, on City of Pleasanton has adopted its Housing Element on January 26, 2023, <br />June 20, 2023, and September 19, 2023, by Resolutions Nos. 23- 1358, 23- <br />1406, 23- 1414, respectively, and seeks to implement Program 1.1 by making <br />necessary amendments to the VACSP; <br /> <br />WHEREAS, on January 22, 2025, the Planning Commission held a duly-noticed public <br />hearing and considered relevant exhibits, recommendations of the City staff <br />concerning this application, and received testimony from the applicant and <br />interested parties; and <br /> <br />WHEREAS, the amendments to the VACSP implement the policies and programs of the <br />2023- 2031 (6th Cycle) Housing Element Update considered in the Program <br />Environmental Impact Report (State Clearinghouse No. 2022040091) which was <br />certified by the City Council on January 26, 2023, by Resolution No. 23 -1357. <br /> <br />NOW, THEREFORE BE IT RESOLVED by the Planning Commission of the City of <br />Pleasanton, based on the entire record of proceedings, including the oral and <br />written staff reports and all public comment and testimony: <br /> <br />Section 1: CEQA Findings. <br /> <br />The Planning Commission recommends that the City Council finds that the amendments to the <br />VACSP are within the scope of the 2023- 2031 (6th Cycle) Housing Element <br />Update Program Environmental Impact Report (State Clearinghouse No. <br />2022040091) which was certified by the City Council on January 26, 2023, by <br />Resolution No. 23- 1357. <br /> <br />Section 2: <br /> <br />The Planning Commission recommends that the City Council finds that the proposed <br />amendments to the VACSP are consistent with the goals and policies of the <br />General Plan.
