CITY OF PLEASANTON URBAN FOREST MASTER PLAN | 51 <br />CONTEXT <br />baseline conditions of these documents provides a guide for <br />monitoring present achievements to compare to future urban <br />forestry practices and goals. <br />Funding and Staffing <br />City staff interviews, contractor interviews and a <br />comprehensive analysis of work records were used to <br />discover trends, gaps, and high-cost areas that informed the <br />Funding Pleasanton’s Future Urban Forest Goals Analysis <br />discussed in Section 1.4.6. <br />Policies and Ordinances <br />The Municipal Code Chapter 17.16 Tree Preservation (Tree <br />Preservation Ordinance) was reviewed and updated as part <br />of the UFMP process. The updated ordinance clarifies tree <br />protections, tree replacement requirements, fees, and the <br />overall tree removal permit process, and aligns with ISA Best <br />Management Practices (BMPs). <br />Planning <br />The City of Pleasanton’s General Plan, Climate Action Plan <br />2.0, Downtown Parks and Trails Master Plan, Pleasanton <br />Downtown Design Guidelines, and Pleasanton best <br />management practice details for tree planting, care, and <br />pruning were reviewed for the development process. The <br />UFMP directly supports these plans and provides updated <br />urban forestry and tree-related information that should be <br />incorporated as these plans are updated. <br />2.2.3 Department and Interested Party Interviews <br />City staff from various departments and the Hacienda general <br />manager, who manages the largest amount of commercial <br />private property in the city, were interviewed to further inform the <br />urban forest analyses (Table 2-2). Gathering input from various <br />groups that impact urban forestry illuminated the core values <br />of the community and informed key development processes <br />of the UFMP. The City Departments, their position, and other <br />interviewees are listed below, and a summary of the responses <br />can be found in Appendix G. <br />
