ORDINANCE NO. 2290 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br />APPROVING THE APPLICATIONS FOR: (1) PLANNED UNIT DEVELOPMENT <br />REZONING (P21-1173) OF TWO PARCELS TOTALING APPROXIMATELY 2.3 <br />ACRES IN AREA FROM CENTRAL-COMMERCIAL (C-C) TO PLANNED UNIT <br />DEVELOPMENT-MIXED-USE (PUD-MU) DISTRICT; (2) PLANNED UNIT <br />DEVELOPMENT PLAN (PUD-146) TO: (A) RETAIN THE TWO-STORY SINGLE- <br />FAMILY HOME AND CONSTRUCT A TWO-STORY ADDITION TO THE NORTH SIDE <br />OF THE HOME; (B) DEMOLISH THE DETACHED ACCESSORY DWELLING UNIT, <br />BARONE'S RESTAURANT, AND ALL OTHER STRUCTURES AND SITE <br />MODIFICATIONS; AND (C) CONSTRUCT 14 DETACHED SINGLE-FAMILY HOMES, <br />ANDTWO COMMERCIAL BUILDINGS WITH A PUBLIC PLAZA AND PARKING LOT, <br />NEW PRIVATE STREET, AND RELATED SITE IMPROVEMENTS, SUBJECT TO THE <br />CONDITIONS OF APPROVAL 475 AND 493 SAINT JOHN STREET <br /> <br /> <br />WHEREAS, on December 15, 2021, Robson Homes applied for: (1) an addendum to the <br />Downtown Specific Plans Final Environmental Impact Report; (2) Planned Unit Development <br />Rezoning (P21-1173) two parcels totaling approximately 2.3-acres in area from C-C (Central- <br />Commercial) to PUD-MU (Planned Unit Development-Mixed-Use) District, and (3) a PUD-MU <br />development plan (PUD-146) to: (a) retain the two-story single-family home and construct an <br />approximately 1,360- square-foot two-story addition to the north side of the home; (b) demolish <br />the detached accessory dwelling unit, Barone's restaurant, and all other structures and site <br />modifications; and (c) construct 14 detached single-family homes, and two commercial buildings <br />totaling approximately 3,125 square feet in area with a public plaza, new private street, and related <br />site improvements located 475 St. John Street (APN 094- 0114-007-00) and 493 St. John Street <br />(APN 094-0114-008-00) (hereinafter “Project”); and <br /> <br />WHEREAS, the Property is designated Retail/Highway/Service Commercial Business <br />and Professional Offices, Public Health and Safety Wildland Overlay in the General Plan and <br />Downtown Commercial, Arroyo, and Open Space-Arroyo in the Downtown Specific Plan; and <br /> <br />WHEREAS, the City of Pleasanton is the lead agency on the Project, and the City Council <br />is the decision-making body for the proposed approval of the Project; and <br /> <br />WHEREAS, at its duly noticed public meeting of October 23, 2024, the Planning <br />Commission considered the written agenda report, all public testimony, relevant exhibits, and staff <br />recommendations, and then recommended approval of the Project to the City Council; and <br /> <br />WHEREAS, at its duly noticed public meeting of January 9, 2025, the City Council <br />considered the written agenda report, all public testimony, relevant exhibits, and staff/Planning <br />Commission recommendations. <br />WHEREAS, the City Council finds that the Project is consistent with the General Plan and <br />the purposes of the PUD ordinance based on the considerations set forth in this ordinance. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br />HEREBY ORDAIN AS FOLLOWS: <br /> <br />SECTION 1.
