Capital Facilities Fees <br /> This Chapter describes the technical methodology for the Capital Facilities fees which <br /> consist of a variety of public buildings and facilities, including those for needed for Parks <br /> and Recreation, Police, Fire, and other City department functions. The transportation fee <br /> is calculated separately in Chapter 4. Since most City government services serve the <br /> needs of both residents and businesses (employees), it is assumed that both residential <br /> and nonresidential development will pay both the parks and recreational impact fee and <br /> the public facilities impact fee. <br /> Facility Needs and Costs <br /> In an effort to maximize the fee program's adaptability, this analysis determined the <br /> facility improvements necessary to serve future development primarily by calculating the <br /> City's existing service levels for its facilities. Table 6 shows the inventory of existing <br /> parks and recreational facilities, as well as their calculated service levels, based on the <br /> City's current service population. In a select few instances, the City has identified that the <br /> existing service level is insufficient to meet the City's existing facility needs. These <br /> facilities are identified with an asterisk (*) and instead use a service standard approach <br /> to determine the facility needs for future development. <br /> 15 <br />
