NBS made every reasonable attempt to source each comparison agency's fee schedule from their respective <br />websites and compile a comparison of fee categories and amounts for the most readily comparable fee items <br />that match the City's existing and/or proposed fee structure. The following appendices to this Memorandum <br />provide the results of the comparison survey conducted by NBS. <br />Appendix A: <br />Special Event <br />Appendix B: <br />Special Event Categories/Criteria/Processes <br />Appendix C: <br />Fire Services in Support of Special Events <br />Appendix D: <br />Stormwater Facilities Inspections <br />Appendix E: <br />Co -Sponsored Group Use of City Fields <br />Conclusion <br />Based on the outcomes presented in this analysis, NBS supports the City's need to implement new fees <br />or existing fees to be in -line with today's costs. This adjustment will provide better cost recovery to <br />support the services being provided. <br />NBS reviewed City staff's cost of service calculations and provided an overall framework for considering <br />fees. From here, the City's staff report can consider outcomes and recommend fees at appropriate cost <br />recovery levels, either equal to or below the cost of service per service/activity, for the Council's review. <br />Disclaimer: In preparing this report and the opinions and recommendations included herein, NBS has relied on a number of principal assumptions and <br />considerations with regard to financial matters, conditions and events that may occur in the future.
