Page 1 of 2 <br />Item #2 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />January 21, 2025 <br />City Council <br /> <br />TITLE: APPROVE REVISED BUDGET ADVISORY COMMITTEE REPRESENTATION <br />FOR THE PLEASANTON CITY EMPLOYEES ASSOCIATION <br /> <br />SUMMARY <br />This report updates the representation of the Pleasanton City Employees Association <br />(PCEA/AFSCME) on the Budget Advisory Committee (BAC). After clarification, it has been <br />determined that Christopher Ota will serve as the primary representative for the PCEA, with <br />Jon Engelbrektson serving as the alternate. The City Council is requested to approve the <br />revised BAC representative list to reflect this update. <br /> <br />RECOMMENDATION <br />Approve revised Budget Advisory Committee Representation for the Pleasanton City <br />Employees Association. <br /> <br />BACKGROUND <br />On January 9, 2025, the City Council approved the establishment of the Budget Advisory <br />Committee (BAC) to include representatives from community members and employee labor <br />groups, including the Pleasanton City Employees Association (PCEA). At the January 9 <br />meeting, the City Council approved Jon Engelbrektson as the PCEA representative; no <br />alternate was noted at that time. Subsequently, PCEA identified Christopher Ota as the <br />primary representative, and Jon Engelbrektson as the alternate representative. <br /> <br />DISCUSSION <br />The BAC plays a critical role in providing insights and recommendations for developing a <br />balanced budget. Accurate representation is essential to ensure that the committee reflects the <br />perspectives of its stakeholders. Updating the representative list will ensure proper <br />participation of PCEA members in the committee’s activities and reinforce the City’s <br />commitment to transparency and inclusivity. <br /> <br />EQUITY AND SUSTAINABILITY <br />This action ensures inclusive and accurate representation on the BAC, supporting the City's <br />values of equity and transparency. <br /> <br />OUTREACH <br />No outreach was conducted for this item. <br /> <br />STRATEGIC PLAN ALIGNMENT <br />This adjustment supports the ONE Pleasanton strategic plan goals of Funding Our <br />Future and Building a Community Where Everyone Belongs by ensuring accurate stakeholder <br />participation in City fiscal planning. <br />Page 8 of 399
