Page 1 of 4 <br />Item #3 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />January 21, 2025 <br />City Manager <br /> <br />TITLE: APPROVE A ONE-YEAR AGREEMENT WITH THE PLEASANTON DOWNTOWN <br />ASSOCIATION FOR 2025 AND ALLOCATE FUNDING FOR A CITY MATCH OF <br />50 PERCENT OF THE 2025 BUSINESS IMPROVEMENT DISTRICT <br />ASSESSMENTS <br /> <br />SUMMARY <br />The City has established a Downtown Pleasanton Business Improvement District (BID), the <br />purpose and boundaries of which are set forth in Chapter 5.28 of the Pleasanton Municipal <br />Code. The current five-year agreement between the City and the Pleasanton Downtown <br />Association (PDA), which expired on December 31, 2024, formalizes the PDA's administration <br />of the Downtown Pleasanton BID. An updated five-year agreement was anticipated to be <br />completed in coordination with the new Property and Business Improvement District (PBID) <br />feasibility study that is currently underway, however, a restructure of the current BID would not <br />take effect until 2026. Since the BID assessment under the current BID model for 2025 was <br />renewed by the City Council on November 19, 2024, staff recommends adoption of a one-year <br />agreement for PDA to continue to administer the BID. A five-year agreement will be considered <br />to coincide with a restructured BID or proposed PBID formation. <br /> <br />RECOMMENDATION <br />Approve a one-year agreement with the Pleasanton Downtown Association for 2025 and <br />allocate funding for a City match of 50 percent of the 2025 Business Improvement District <br />assessments <br /> <br />BACKGROUND <br />The recent five-year agreement with the Pleasanton Downtown Association to administer the <br />Downtown BID was approved by the City Council on November 19, 2019 and expired on <br />December 31, 2024. Through the terms of that agreement, for the past 24 years the <br />Pleasanton Downtown Association has operated under the National Main Street model. The <br />National Main Street model was rebranded as Main Street America and continues its core <br />values and approach to help communities across the country bring economic vitality to <br />downtowns while celebrating historic character and bringing communities together. <br /> <br />The PDA will follow the Standards of Performance of Main Street America which includes <br />having an organizational structure that ensures all aspects of managing the downtown district <br />are addressed. As such, the PDA has maintained a full-time interim Executive Director, a <br />Board of Directors elected by the downtown businesses as members of the organization, and <br />active committees focused on events and marketing, design and historical review, and <br />downtown vitality. PDA's committees continue to be active in discussing current issues <br />affecting the downtown and developing activities and programs to assist the downtown <br />business community. <br /> <br />Page 11 of 399
