Page 1 of 5 <br />Item #5 <br /> <br />PARKS AND RECREATION <br />COMMISSION AGENDA REPORT <br /> <br /> <br />November 14, 2024 <br />Library and Recreation <br /> <br />TITLE: RECOMMEND CITY COUNCIL ADOPT FIELD RENTAL FEES FOR CO- <br />SPONSORED USER GROUPS <br /> <br />SUMMARY <br />Throughout 2024, staff has been conducting research and working with a consultant to <br />develop and introduce field rental fees. This report provides the Parks and Recreation <br />Commission with research findings and staff recommendations. <br /> <br />RECOMMENDATION <br />Recommend City Council Adopt Field Rental Fees for Co-Sponsored User Groups <br /> <br />BACKGROUND <br />The City of Pleasanton provides multiple sports fields and outdoor spaces for athletic use. To <br />be a co-sponsor athletic group, an organization must meet certain requirements (i.e. 501c3 <br />status, participant residency percentage, etc.). Historically, co-sponsored athletic organizations <br />have been granted priority field use of athletic fields with no costs to use the fields. <br /> <br />Co-sponsored athletic groups are the primary users of the City’s athletic field space for a <br />variety of sports league practices and games throughout the year. Co-sponsored organizations <br />also use City fields for additional programming, including tournaments, camps, and clinics. <br />Currently, the City has eight co-sponsored groups that utilize fields, including Ken Mercer <br />Sports Park, Amador Valley Community Park, Bernal Community Park, Muirwood Community <br />Park, Val Vista Community Park, Creekside Park, Orloff Park, Hansen Park, Harvest Park, Del <br />Prado Park, Tawny Park, Woodthrush Park, and Upper Bernal. <br /> <br />The current co-sponsored groups are Pleasanton Little League, Pleasanton Girls Softball <br />League, RAGE girls soccer club, Ballistic boys soccer club, Pride girls lacrosse, Pleasanton <br />Lacrosse Club for boys, Pleasanton Junior Football League, and Cricket for Cubs. <br /> <br />To help offset the rising costs of field maintenance and supplies and meet the City’s cost- <br />recovery goals, staff explored field rental fees. Staff began by conducting a benchmarking <br />study of five neighboring municipalities’ field rental fees to understand the market rate for these <br />services. Field rental fee schedules for co-sponsorship programs are a standard practice <br />throughout neighboring cities and California. Table 1 below shows the results of the <br />benchmarking study. <br /> <br /> <br /> <br /> <br /> <br /> <br />Page 17 of 56
