Page 1 of 2 <br />Item #3 <br /> <br />LIBRARY COMMISSION AGENDA <br />REPORT <br /> <br /> <br />December 5, 2024 <br />Library and Recreation <br /> <br />TITLE: REVIEW AND PROVIDE FEEDBACK ON THE LIBRARY PRIVACY POLICY <br />DRAFT <br /> <br />SUMMARY <br />Under Section 2.34.20 of the Pleasanton Municipal Code, the duties of the Library Commission <br />include reviewing and recommending policies related to library services to the City Council. <br />The commission prioritized the development of a Library Privacy Policy for 2024. <br />Commissioners provided input to a Library Data Privacy Policy consultant during the May 2, <br />2024, meeting and are now being asked to review and provide feedback on a draft policy <br />developed by the consultant, guided by the commission and staff. The final policy edits will be <br />compiled, reviewed by the City Attorney, and presented to the Library Commission in Spring <br />2025 for a recommendation to the City Council. <br /> <br />RECOMMENDATION <br />Review and provide feedback on the Library Privacy Policy Draft <br /> <br />BACKGROUND <br />Privacy policies are important tools for public libraries. They outline the commitment to <br />protecting the rights of library users and ensuring compliance with state privacy laws. <br />Administering an updated and comprehensive policy to address how library user information is <br />used and protected is core to the library's function. <br /> <br />At its regular meeting on February 1, 2024, the Library Commission approved prioritizing the <br />development of the Library Privacy Policy, considering the topic's importance and the outdated <br />material in the existing policy. <br /> <br />From February to April 2024, the City contracted with Becky Yoose, a Library Data Privacy <br />Consultant with LDH Consulting Services. Becky met with staff to collect input and constructed <br />a framework to conduct data analysis of the type of information the library needs to collect, <br />how patron data is managed, and current privacy practices. <br /> <br />At the May 2, 2024 regular meeting, the Library Commission received a presentation from <br />Becky Yoose and participated in a discussion to inform the new policy. Commissioners <br />reviewed State of California privacy laws, the American Library Association’s Bill of Rights <br />information on privacy, and sample policies from other public libraries. Commissioners <br />provided input on community privacy needs and concerns to be addressed in the new policy. <br /> <br />DISCUSSION <br />From this information, the Library Privacy Policy Draft (Attachment 1) was developed with a <br />focus on compliance and effective privacy safeguards. <br />Page 6 of 27
